This position is in the Department of State (DOS), Bureau of European and Eurasian Affairs/Bureau of International Organizations Affairs, Office of the Executive Director, General Services Division (EUR-IO/GSD). This is a developmental position, classified at less than the optimum level for recruitment and training purposes. In a developmental capacity, the incumbent oversees contracts/task orders for the Bureaus.

Duties

Maintains contract files, close-out task orders and perform other necessary contract tasks. Provides contractual guidance to bureau program offices with new contract requests or manages existing contract staff and task orders. Oversees management of third-party contract staff by certifying timesheets (twice a month), managing telework schedules and protocols, arranging for training, travel, and government-issued equipment. Conducts assessments of the bureau contract task orders; tracks data and develops reports and recommends ways to improve the program.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.  Applicants applying for the GS-11 grade level must meet one of the following requirements to qualify for this position: A. Have 1 full year of specialized experience equivalent to at least the GS-09 level in the Federal service that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position AND completed a 4-year course of study leading to a bachelor's degree with a major in any field from an accredited college or university. Qualifying specialized experience must demonstrate the following: Experience maintaining and reporting data on contract and procurement activities. Experience monitoring the technical or administrative aspects of contractor performance. Experience analyzing monthly funding reports and payment invoices. OR B. Have occupied your position, which is classified in the GS-1102 series, since January 1, 2000 AND have one full year of specialized experience equivalent to the GS-09 level in the Federal service that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position as described in paragraph A above under qualifying specialized experience. OR C. Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., from an accredited college or university in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR D. Have 1 full year of specialized experience equivalent to at least the GS-09 level in the Federal service that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position as described in paragraph A above under qualifying specialized experience AND completed 24 semester hours of ¿undergraduate¿ study in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR E. Have one full year of specialized experience equivalent to at least the GS-09 level in the Federal service that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position as described in paragraph A above under qualifying specialized experience AND completed 24 semester hours of "graduate" level education in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR F. Have a combination of specialized experience equivalent to at least the GS-09 level in the Federal service that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position as described in paragraph A above under qualifying specialized experience AND graduate level education (which includes 24 semester hours in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management). Together this specialized experience and graduate education meets 100% of the qualification requirements for this position.
