The mission of the Office of Data Science and Health Informatics (ODSHI) is to accelerate scientific discovery, foster collaborative research, and ultimately improve public health through the application of scientific data and knowledge management in the eye health sciences.

Duties

The incumbent serves as the principal advisor to the NEI Director and senior leadership on health informatics and data science, data management, and emerging technologies. plans and carries out quality control programs and selects statistical methods for use in quality control analysis and ensures the reliability and consistency of the data while measuring the data limitations. The incumbent also identifies inadequacies and inconsistencies in data; develops procedures and methodology to modify the data; and oversees data modifications. The incumbent provides leadership by working with other IC Offices and Divisions to develop NIH interoperable platforms that will lead to innovative state of the art technologies and computational platforms, tools, building predictive models and identifying predictive signatures for health, treatment, and disease status-clinically actionable data/clinical use.

Qualifications

Basic Qualifications In order to qualify for a Supervisory Data Scientist, GS-1560 position you must meet the following Education Requirements: A.. A bachelor's degree, or graduate/higher level degree with a major study in mathematics, statistics, computer science, data science, or a field that is directly related to the position. OR B. A combination of education (at least 30 semester hours) and additional appropriate/related experience that is the equivalent to a major in mathematics, statistics, computer science, data science or a field directly related to the position. Additional Qualifications You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: providing supervision to other staff, including developing organizational data-related strategies and procedures by partnering with the relevant stakeholders (e.g., researchers, leadership) to build consensus around data standardization, integration, sharing, and security processes that provide reliable/readily available data to make informed decisions. This specialized experience includes the following types of tasks: providing oversight and guidance on the implementation and integration of state-of the-art technologies and solutions for a scientific research organization; leading the conceptual formulation, design, and implementation of data- and knowledge-driven methods that address the evolving needs of a scientific research organization; supporting scientific data and knowledge management systems by providing guidance on administration and management functions such as architecture, infrastructure, policy development, technology evaluation, short-and long-term planning, etc.; providing guidance on creating and modifying scientific applications using programming languages (e.g., R, Python, SQL, Scala, Java, C/C++, Julia) to facilitate data clean-up, standardization, analysis, and retrieval efforts across an organization; presenting findings to senior-level leadership through data visualization techniques (e.g., interactive dashboards, charts, graphs) using programming (e.g., R, Python, SQL, Scala, Java, C/C++, Julia) or software packages (e.g., MatLab, Tableau).
