This position is located at the Department of Health and Human Services, Food and Drug Administration, Office of Operations, Office of Facilities, Engineering and Mission Support, Division of Planning, Engineering and Space Management, Portfolio and Space Management Branch located in Rockville, Maryland.

Duties

Supervise and provide occupational specific technical and administrative direction to three or more subordinate employees performing the work and functions of the organization. Recommend employee promotions and recognition, approves leave, implement performance modifications and take corrective action as appropriate. Share in the responsibility for the space and real estate management of Food and Drug Administration (FDA) facilities nationwide. Oversee evaluation of budget, fiscal, personnel, and administrative controls to effectively manage FDA facilities, including coordinating GSA lease agreements with Agency strategic objectives to assure federal and agency cost avoidance. Ensure proper tracking of the inventory of FDA real property portfolio in accordance with HHS and federal requirements and mandates, and coordinate responses for real property data calls, certifications and actions required by HHS and other entities. Coordinate budgets and resources to execute Office of Facilities Engineering and Mission Support services, coordinate resources with OFEMS leadership and participate in Office-specific performance management and service agreement negotiations. Oversee the development, maintenance, and update of appropriate housing strategies and migration plans that document short-, mid-, and long-term strategies for headquarters space to include consolidation at the White Oak Campus.

Qualifications

The position of Facilities Manager falls within the 1601 occupational series. To qualify for this position at grade GS-15, you must meet Time-in-Grade requirements by 11:59 pm EST on 09/14/2023. Minimum Qualifications: Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. The specialized experience must demonstrate one year of full-time work experience, or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience.) Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. GS-15: Have 1 year of specialized experience that is equivalent to at least the GS-14 level in Federal Service, which includes leading a team of organization employees and contractors in the acquisition, disposition, and space management of real property; developing and implementing short and long range goals for a nationwide portfolio of real property; and monitoring and reporting on the status and progress of work performed by subordinates. In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record.
