The National Science Foundation is seeking qualified candidates for a Social Scientist (Program Director) detail within the Directorate for Social, Behavioral and Economic Sciences (SBE), National Center for Science and Engineering Statistics (NCSES) in Alexandria, VA. Supervisory approval is not required to apply to this opportunity, but approval is required before the selectee's detail/temporary promotion opportunity may be made effective.

Duties

The National Center for Science and Engineering Statistics (NCSES) a Division within the Directorate for Social, Behavioral, and Economic Sciences (SBE) is offering a 120-day (renewable per guidelines) detail to serve as a Supervisory Program Director (AD-4), beginning on or after September 5, 2023. This detail is open to qualified NSF employees currently working in all directorates and program areas. This position will be completely posted and evaluated. General Duties: The Science Technology and Innovation Analysis Program Director plans, administers, and evaluates the overall Science and Engineering Indicators (SEI) program within NCSES with the primary objective of providing policy makers or the general public with reliable information on issues of current or enduring concern in all areas of Science, Technology, and Innovation (STI). In addition, this program director oversees the Diversity and STEM: Women, Minorities, and Persons with Disabilities report, the Survey of Earned Doctorates Digest, National Patterns of R&D, and various special analytical reports. Specific Duties: Collect, analyze, and disseminate statistics and analyses on the Nation's standing in STI, and similarly assist other components of NSF, the legislative branch, and high-level officials internal and external to the agency. Coordinate the requirements, drafting, editing, and publication of SEI thematic reports and other reports with a matrix-managed staff, other organizational entities in NSF, external reviewers, and other Federal agencies to produce a balanced, high-quality, policy neutral, and policy relevant products under stringent schedules and an inflexible delivery date. Regularly interact with NSF senior staff, OSTP, PCAST, OECD, UNESCO, RICYT, Congressional staff, high-ranking officials of other Federal agencies, the National Research Council, and industry organizations. Present cutting-edge science and engineering information in a way that is understandable for the general public.

Requirements

Qualifications

Candidates must have a Ph.D. in an appropriate field plus after award of the Ph.D., six or more years of successful research, research administration, and/or managerial experience pertinent to the position. The following are desirable but not essential: A strong desire to develop or grow supervisory skills. A broad understanding of economics, statistics, or related social science fields and quantitative analysis methods. Demonstrated ability to collect, analyze, and disseminate statistics and analyses in particular related to science, engineering, and technology policy. Demonstrated ability to present complex material in a way that is understandable for the general public. Excellent written and oral communication skills.
