You will serve as a SUPVERVISORY FINANCIAL MANAGEMENT ANALYST in the Department of the Navy, Office of Civilian Human Resources (OCHR) Operations Directorate, Business Management Department of OCHR NORFOLK OPERATIONS CENTER. ***This Job Opportunity Announcement is using an additional online assessment tool to evaluate applicants. Duties

You will oversee and direct through subordinate supervisors, the Resources Management Division providing world-wide centralized civilian human resource services to DON and USMC activities with a serviced population of 200,000 civilian employees. You will manage the Resources Management Division, to ensure that the financial and manpower positions of the organization support the mission of the OCHR Operations enterprise. You will serve as a senior liaison for budget, accounting, or financial management policy and procedures within the organization utilizing various financial systems. You will develop and execute long-range plans that serve to sustain and improve the health and support of Resources Management staff and support new and existing OCHR requirements. You will provide proactive advice and assistance to leaders of the enterprise, ensuring financial and manpower resources are available and executed in an efficient and timely manner throughout the organization. You will manage financial requirements and resources that will permit the attainment of program objectives with minimum costs and maximum efficiency to support operations. You will be responsible for determining the distribution of work as necessary to maximize effective and expeditions accomplishment to meet the mission.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience managing financial and manpower resources of the organization to ensure manpower positions are available and executed IAW fiscal laws, regulations and guidance; Experience analyzing, interpreting and interrelating program plans, budget proposals, operation costs, and program accomplishments to provide sound financial planning for current and future operations; Experience reviewing financial data to analyze trends, research financial discrepancies, and reconcile accounts to balance requirements and available resources for attaining program objectives; Experience leading a staff in utilizing accounting and financial systems (e.g. ERP, WAWF, CFMS, DCAS, GCPC, DAR-Q) to oversee accounting ledgers, post financial transactions, and prepare accounting reports for financial services in budget formulation, execution, manpower, travel and timekeeping; Additional qualification information can be found from the following Office of Personnel Management web site: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0500/financial-administration-and-program-series-0501/ Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
