The Medical Technician serves as a phlebotomist in the clinical laboratory, bone marrow assistant for the clinician and specimen receiving and processing technician. The incumbent is responsible for assuring that proper technique is used for specimen collection, computer accessioning, labeling, and must ensure that patients are accurately identified. Specimens must be accurately labeled, and patients must be treated with respect and care.

Duties

Duties include but may not be limited to the following: Perform venipuncture procedures and blood culture collection utilizing sterile field techniques during ward rounds at specified times. Venipuncture procedures performed on the wards involve drawing blood from a patient in various states, such as the comatose, disabled, sedated, patients in traction, who may have possible other complicating conditions. Difficult draws and use of specialized collection techniques are a common occurrence. Perform venipuncture procedures in blood drawing station. Patients drawn in the blood drawing station may be a less difficult draw, but may involve patients that are irritable, scared and in various states of mind due to age, medication or drugs. Maintain supplies for blood culture collection. Responsible for ensuring precise identification of patients by following designated three tier identification protocol. Responsible for patient care activities for adult and geriatric patients. He/she is responsible for understanding the aging process and to accommodate these changes. Builds a professional rapport with patients so that service of can be provided in a friendly and compassionate manner. Utilizes the VIST A/DHCP computer system to build blood drawing collection list. Informed about infectious diseases and proper protocol for handling potentially infectious material. Responsible for knowing and following universal precaution protocol. Ability to identify adverse reactions to venipuncture procedures. Possible adverse reactions include, but are not limited to the following: dizziness, nausea and hematomas. Enters patient data into the DHCPNISTA computer system. Maintains appropriate levels of supplies on blood drawing trays and in blood drawing area. Maintain a clean and organized work area. Receives and appropriately handles urine specimens collected at the time blood is drawn. Attends training and educational seminars as needed. Demonstrates an understanding of disabilities and able to recognize the special needs of the disabled with regard to venipuncture such as mobility, speech or hearing impairment. Performs other duties as assigned by the supervisor. Work Schedule: Monday through Friday, with rotating weekends and holidays. Please note, tour specifics to be discussed at time of interview. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/07/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. NOTE: You must submit a copy of your most recent personnel action/SF50. Additionally, An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. NOTE: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: The incumbents will need to utilize skills in venipuncture techniques, which requires specialized training and/or education. Knowledge of bone marrow collection procedure in order to provide physician assistance. Knowledge of expected normal and abnormal results of tests performed. Knowledge of and ability to use various types of venipuncture equipment. Knowledge of test names, synonyms, and related tests and panels. Ability to collect specimens properly labeled for testing. Knowledge of universal precautions. Knowledge of protocols that ensure safety during blood drawing procedures. Knowledge of VISTA/DHCP/CPRS computer system so that duties listed above can be performed. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a full 4-year course of study leasing to a bachelor's degree with major study or at least 24 semester hours in subjects appropriate to the position to be filled (Transcripts must be submitted at time of application.) OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. You will be rated on the following Competencies for this position:Analytical ReasoningClericalDiagnostic Medical TestingTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. NOTE: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires lifting of greater than 20 lbs., pushing of greater than 100 lbs., long periods of standing, repeated bending and walking long distances. Manual dexterity is also required to perform the duties of the Medical Technician.
