About the Position: Incumbent will serve as a Lead Police Officer (Desk Sergeant) in the Directorate of Installation Services, Risk Management Division, Law Enforcement Branch. This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) Facilities and the Major Range and Test Facilities Base (MRTFB) in the Department of Defense to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Conduct law enforcement services/safeguard United States government personnel, information, and critical assets. Reviews incident reports for completeness and accuracy. Provides on the job training to new employees. Conducts preliminary investigations in accordance with state laws, federal statutes, as well as fish and game laws. Serves as first contact in emergency situations and decides appropriate action to be taken.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position is subject to the provisions of the Domestic Violence Offender Gun Ban commonly referred to as the Lautenberg Amendment.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis.
  • Due to the nature of this position, employees are required to work both planned and unscheduled overtime.
  • This position requires the incumbent to meet and maintain requirements of Individual Reliability Program (IRP). You will be required to have a psychological examination annually to assess reliability and suitability for employment.
  • This position requires the incumbent to pass an initial agility and dexterity test within 30-days of being placed into the position and annually thereafter for continued employment.
  • This position requires the incumbent to carry firearms and pass a semi-annual Weapons Qualification for use of firearms.
  • Successfully graduated from the United States Army Civilian Police Academy or graduate within a one year of hire date, unless incumbent has an approved waiver/exemption from the Office of the Provost Marshal General.
  • Must be able to successfully pass training, certification and qualification requirements related to law enforcement work functions as prescribed by policy, regulations or statutes.
  • Position is Mission Essential. In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • Incumbent is subject to possible civil action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes 1) Conducting investigations to detect and apprehend individual's committing suspected illegal acts (acts of violence, theft, or violating controlled substance laws); 2) Ensuring the protection of personnel, information, operations, and critical assets; and 3) Responding to all types of emergency situations including reports of suspicious persons, mentally ill persons, criminals, children, and/or private citizens. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). Investigation of Fitness: A character investigation may be conducted on applicants selected for employment. The purpose of such an investigation is to secure evidence of the candidate's honesty, integrity, general character, and loyalty to the U.S. Government. Such investigations will be conducted under the security requirements of the hiring agency.
