The Program Analyst (Project Integrator) is a GS-14, Series 0343, located within the Department of Veteran Affairs (VA), Office of Acquisition, Logistics, and Construction (OALC); Office of Construction and Facilities Management (CFM); Office of Facilities Planning (OFP). OFP provides expertise in planning and design of high-quality environments of care for VA, Veterans, and their families for one of the largest facilities portfolios within the Federal government.

Duties

The Project Integrator (Pl) is responsible for the application of processes to ensure timely, continuous development of projects starting with pre-design (Project Book), progressing to design, construction, and activation of VA healthcare facilities. This position is responsible for integrating the efficient and effective coordination and accomplishment, by others, of the planning, scoping, design, acquisition, construction, change management, transition, and initial outfitting of medical treatment facilities. The position requires knowledge of management concepts, principles, methods, and practices as well as knowledge of methods, practices and processes of engineering and construction disciplines. Experience in the planning, design, construction, outfitting, and activation of medical facilities is critical for this position. Implements corporate decisions, guidance, laws, regulations, and policy in the development of the project and intermediate products in support of the project. The Pl reports to VA Central Office, Office of Facilities Planning regarding coordination associated with easements, pertinent deeds, local code requirements, and restrictions; coordination with VA Central Office personnel for actions associated with NEPA & NHPA requirements to include providing recommendations on development plans, and reviewing traffic and other environmental studies; facilitating reviews of various phases of design with the VA Medical Center (VAMC) Director or assigned representative and staff to balance user needs with the approved SCIP Business Case scope; determining the overall strategy, the timetable, financial, and other resource requirements necessary for project delivery coordinates phasing approach of each project with the Regional Office leadership, critical path method specialists, VISN Directors and Medical Center Directors where construction is to occur, taking into consideration sequencing requirements associated with minor, or non-recurring maintenance program plans giving special consideration to long-range site planning and environmental issues. Qualifications

To qualify applicants must meet all requirements by the closing date of this announcement, 09/05/2023. You may qualify based on your experience, as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 for a GS-14 position, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Advanced oral and written communication skills to formulate and present special reports and formal briefings concerning the status and adequacy of projects form the preliminary planning stage through project completion; and communicate effectively to maintain professional working relationship with VA staff, contractors, private vendors, and other stakeholders. Skill in managing multiple multi-faceted large-scale design and/or construction projects varying in stage from inception to final stages of completion simultaneously. Design planning and construction often require in-depth interaction with various highly specialized medical professionals to ensure both technical and professional client needs are met. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is performed in an office and limited field environment. The work is primarily sedentary with occasional travel to designer firms, VA offices, or proposed and ongoing construction sites which may entail extensive walking, climbing, and crawling at times to review site locations and/or completed work. Exposure to outside weather conditions, dust, and high noise levels is typical during site visits during the construction period. Site visits include construction.
