Duties

Serves as the focal point for the combat skills training initiative, coordinating and implementing all such training activities for personnel throughout the installation. Conducts combat skills training classes for base personnel Develops and monitors the accomplishment of training plans and obtains and develops training aids and materials Attends, arranges, and conducts meetings, briefings, and workshops and performs other duties related to assigned training function. Provides day to day guidance and counsel to the Combat Skills Training Instructors

• The employee will be required to qualify annually with and on occasion be armed with a 9mm pistol; M16A2 and m-4 rifle.
• This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
• This is a Term position NTE 13 months. The selectee may be extended without further competition.
• Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Training Instruction Series 1712. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes 1) Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). 2) Supervising or administering a training program. 3) Development or review of training/course materials, aids, devices, etc., and evaluation of training results. 4) Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. OR EDUCATION: A master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B or J.D. with a major study in education or a subject area related to the position to be filled. NOTE: You must submit copies of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Skill in developing course materials and instructional methods, principles, and techniques Ability to instruct training courses in a classroom seminar setting. Ability to communicate effectively, both orally and in writing. Knowledge of a range of combat skills or security policies, procedures, and practices. Knowledge of anti-terrorism and security missions, functions, and structure. Ability to apply personnel management regulatory requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
