In this position you will serve as a Management and Program Analyst within the Federal Highway Administration providing procurement systems assistance, training, and support for the acquisition business systems environment (i.e., Delphi & ESC PRISM), which also includes databases from a variety of sources (i.e., CPARS, SAM, FPDS, USA Spending, etc.) to produce performance and progress measures.

Qualifications

To determine which grade(s) you may be eligible for, review the following grade specific details.  You will be asked a few questions as part of your application but make sure to verify how you meet this experience in your resume. For the GS-13: On Experience, you must have at least one year of experience, equal or equivalent to the GS-12 grade level, which included: Experience using various procurement or data management systems tools such as Delphi, ESC PRISM, CPARS, FPDS, SAM, or USA Spending, etc., to analyze and derive innovative findings from multiple data sources and effectively communicate complex concepts that foster understanding for enhanced decision-making for multiple customers and stakeholders. For the GS-14: On Experience, you must have at least one year of experience, equal or equivalent to the GS-13 grade level, which included: Experience using various procurement or data management systems tools such as Delphi, ESC PRISM, CPARS, FPDS, SAM, or USA Spending, etc., to analyze and derive innovative findings from multiple data sources and effectively communicate complex concepts that foster understanding for enhanced decision-making for multiple customers and stakeholders; AND  Experience independently developing and managing projects/programs or leading teams in analyzing data to innovate, resolve program issues, and/ or address audit findings. You cannot use education to qualify at grades 12 and higher, you must have experience. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Technical Skills - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
