Duties

This Supervisory Economist position is located in Operations Support, Policy Plans and Engagement (PPE), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Plans, manages, leads, or contributes to accomplishing research, program management, policy, or special studies. Serves as a senior technical SME on evaluating and assessing policy and program economic impacts. Specializes in quantitative analyses (e.g., risk, lifecycle cost, and alternative analysis) and analytical processes. Oversees and provides management direction on analyses for TSA programs which often have operational and enterprise-wide impacts. Specializes in defining problems, objectives, and deliverables, analyzing and building econometric models, and communicating results. Research and analysis may include the application of econometric modeling, statistical analysis, risk-cost analytical procedures, and/or input-output analysis. Using systems analysis, simulation, and optimization models provides resolutions or recommendations to more significant or complex analytic efforts requiring economic expertise. Directs fielding and application of new methods and approaches. Ensures analyses and reports are developed in accordance with common analytical principles and that all deliverables are professionally written and formatted. Exercises a full range of supervisory and personnel management authorities and responsibilities in directing the work of subordinate staff. Coordinates and evaluates subordinates' work to ensure a balanced workload and timely responses to assigned actions. Gives employees advice, counsel, or instruction on work and administrative matters. Develops job descriptions and assigns work to subordinates based on priorities. Interviews and selects applicants for vacancies. Establishes performance standards, evaluates performance, recommends training and development, and recognizes high-quality performance. Schedules and approves leave. Regularly meets with managers, directors, and other Senior Executives within TSA to plan, execute, and deliver economic analysis and additional quantitative analytical or decision-making support. Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position.

Qualifications

Specialized Experience: In addition to the Basic Requirements outlined under education requirements, to qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J Pay Band or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes: Developing cost-benefit analysis for regulations, rulemaking, public policy or other initiative; and Preparing and presenting briefing materials on economic data; and Leading projects and/or programs for economic analysis. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. Education

In addition to the minimum qualifications described above, you must meet the following requirement(s) to be considered qualified for the position:

BASIC REQUIREMENT: For this position, you must meet one of the requirements below (A or B) for consideration in the SV-110 occupational series.

A. Degree in Economics, that included at least 21 semester hours in Economics and 3 semester hours in Statistics, Accounting, or Calculus.
OR
B. Combination of education and experience: courses equivalent to a major in Economics, as shown in A above, plus appropriate experience or additional education.
Examples of qualifying experience include:
  1. Individual economic research assignments requiring planning, information assembly, analysis, evaluation, and conclusions and report preparation; or
  2. Supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or
  3. Teaching assignments in a college or university that included both classroom instruction in economic subjects and one of the following: (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.
