This position is assigned to the National Resources Conservationist Service (NRCS) Regional Conservationist Office. The incumbent supports four Senior Executives (the Regional Conservationists (RCs) and NRCS operations and program management nationwide and is responsible for coordination of key agency communications between all four Regional Conservationists and NRCS Deputy Areas, the 51 State Conservationists and Directors, and the Chief of NRCS.

Duties

Provides leadership and oversight of teams working on projects that are national in scope. Compiles wetlands compliance reports which serve as the basis for development of new policies for conducting wetland determinations. Conducts and directs analyses of national program activities of moderate to complex scope, which requires oversight of or collaboration with others, independent research, evaluation of data, and development of formats for analysis reports. Oversees staff responsible for developing, maintaining, and analyzing data and other activities for use in evaluating program delivery throughout the RCs areas. Analyzes capital and budgetary issues within the Regional Conservationists' Office. Prepares briefing materials, issue papers, and decision memos for Senior Executives. Assigns and reviews the work of staff to ensure timely performance, soundness, and value. Works with National Headquarters and State program managers and officials, and State and National Technology Support Center (NTSC) officials in the preparation of special studies, budget analyses, and other reports as assigned.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for promotion opportunity must meet time-in grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled (e.g. one year at the GS-14 grade level for consideration for the GS-15 grade level). Applicants must meet the following Minimum Qualifications Requirement in order to be considered: Specialized Experience GS14: To qualify for the GS-14 level, you must possess at least one year of specialized experience equivalent to the GS-13 level or higher in Federal service, or comparable experience not gained through Federal service. Specialized experience is defined as: Formulating and implementing policy and procedures while ensuring statutory compliance; Participating in comprehensive studies which involve analyzing program trends affecting agency policies and developing corrective action plans; and Collaborating across organizational entities to facilitate implementation of strategic business operations to accomplish agency goals. Specialized Experience GS15: To qualify for the GS-15 level, you must possess at least one year of specialized experience equivalent to the GS-14 level or higher in Federal service, or comparable experience not gained through Federal service. Specialized experience is defined as: Developing and analyzing data for use in evaluating organizational program delivery; Conducting studies and preparing analyses reports on various topics such as budget utilization, policy development, staffing; etc.; Evaluating and developing strategies to improve performance of state level business plans and operations; and Exercising supervisory authority over a staff performing program/organizational analyses and financial operations.
