The National Institutes of Health invites candidates with strong operational, clinical research, and leadership credentials to apply for the position of Information Systems Specialist, Department of Transfusion Medicine and Center for Cellular Engineering at the NIH, Clinical Center, Bethesda, MD.

Duties

Managing projects to ensure the Center for Celluar Engineering (CCE) needs and requirements in Laboratory Information System (LIS) are met and that adequate systems integration exists. Documenting user requirements for automation of numerous CCE functions including new product management (NPM), cell therapy manufacturing (CTM), product acceptance, and characterization testing (PACT). Collaborating with DTM QA to assure compliance with department-wide systems, such as but not limited to, error management, document control, and records management. Managing Protocol Specific (PSI) documentation for positive protocol outcomes ensuring that PSI adequately describes the workflow for inclusion into IT-based systems. Specifying technical requirements and participating in the selection, procurement, and implementation of new or upgraded LIS and related application systems. Actively represents CCE when new department-wide Information management upgrades are being considered or implemented. Testing and optimizing the functionality of systems, networks, and data.

Qualifications

In order to qualify for an Information Systems Specialist, GS-2210 position at the GS-11 level, you must have: A. Completed a Ph.D. or equivalent doctoral degree, in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management OR a Ph.D. degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks, OR 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in one of the areas described above leading to such a degree; OR B. IT related experience demonstrated by paid or unpaid experience obtained in either the private or public sector and/or completion of specific, intensive training that demonstrates all of the following four competencies: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail; and 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; and 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; and 4. Problem Solving - identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND One year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector typically gained in the IT field or through performing IT related tasks such as: deploying hospital IT systems including application systems set up and file and table building; ensuring IT systems comply with regulatory and accreditation requirements relevant to cell therapies such as those required by the Food and Drug Administration (FDA), Centers for Medicare/Medicaid Services (CMS), CLIA, American Association of Blood Banks (AABB), Foundation for the Accreditation of Cellular Therapy (FACT) as well as the regulatory and accreditation requirements relevant to information technology as prescribed by the Health Insurance Portability and Accountability Act of 1996 (HIPPAA), Federal Information Security Management Act (FISMA), Section 508 of the United States Workforce Rehabilitation Act of 1973; documenting and maintaining the infrastructure for IT and IT related document control requirements in a clinical setting; and training end users on new hospital IT system equipment and services.
