The Training Administrator/Prevention and Management of Disruptive Behavior Program Coordinator (PMDB) position is located at the C.W. Bill Young VA Medical Center, Bay Pines VA Healthcare System. The PMDB Coordinator reports to the Supervisory Healthcare Education Specialist, Education Service. The incumbent is responsible for a diverse range of activities involving support, growth, and maintenance of the PMDB Program at the Bay Pines VA Healthcare System.

Duties

Duties consist of the following, but are not limited to: Develops and implements a facility comprehensive PMDB training program that is adequately resourced to comply with all required elements. Serves as a member of the Disruptive Behavior Committee and attends all regularly scheduled meetings of of this workgroup. Serves as an advisory member of the Violence Prevention Management Committee attends all regularly scheduled meetings of this workgroup. Serves a member of the WBRA (Workplace Behavioral Risk Assessment) Workgroup, to assist in the completion of the annual facility WBRA. Coordinates the recruitment, selection, and training of BPVAHCS employees to become PMDB trainers, to include, writing policies, procedures, and program guidelines. Ensures PMDB Facility Trainers are initially certified by completing a Train-The-Trainer course and then recertified via the annual PMDB Trainer Recalibration Conference or a Facility Trainer Recertification Assessment (FTRA) every 4 years. Documents and tracks which levels each PMDB Facility Trainer is certified to teach to ensure they teach enough classes in that level each year to maintain training skills. Ensures all trainers submit required trainer documentation each year. Ensure training is assigned, completed, tracked, and reported correctly in TMS. Coordinates with Education Specialists in assignment and completion of additional levels of PMDB training to employees based on the facility's annual Workplace Behavioral Risk Assessment (WBRA) and expected risk in the workplace. Ensures PMDB training is conducted within 90 days of hire, annually, and following any changes in the workplace violence prevention program. Ensures employees assigned Part 1, Part 2, and Part 3 have sufficient methods, times, and opportunities to complete training as needed. Provides alternate training plans for employees exempt from PMDB training due to physical or psychological limitations. Ensures quarterly drills in patient containment techniques are provided, and employees qualified to use these techniques and assigned to high-risk work areas must participate in at least 2 drills per year. Follows-up with staff and supervisors regarding employees who do not attend assigned levels of PMDB training. Performance of administrative duties are complex in scope and cover all sites of the medical center. Collaborates with the ACOS/Education to ensure facility policies are compliant with T JC and OSHA requirements regarding workplace violence prevention training. Reviews Annual DBC report data in collaboration with facility Violence Prevention Management team to develop Annual Workplace Behavioral Risk Assessment. Responsible for responding to FOIA and Congressional requests and inquiries. Administration (OSHA) requirements regarding workplace violence prevention training. Provides administrative input into the development and planning of all related programs. Performs program analysis, development, review, research, design, and contact work as required with various agencies (public, DOD, state, etc.). Performs other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/01/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience with analysis techniques, including flow mapping, advanced statistics, and cause the effect analysis; Set up record-keeping systems and files to document and provide historical records; Experience using Microsoft software (Word, PowerPoint, Excel, Office, Access etc.) effectively to complete and manage correspondence, tracking, reporting, and education initiatives; Organize training refresher courses and coordinates and schedules courses; Develop and implement information systems; Coordinates fiscal, space, and human resources sufficient to conduct trainings; Track training assignments; Submit training plans, assignments, and completions; Interpret and write policies, procedures, and program guidelines; Prepare, review, and submit reports. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond master's or equivalent graduate degree. Preferred Experience: Training experience as a facilitator or instructor preferred but not required. Program management experience preferred but not required. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, at a desk. However, the training portion of the work requires turning and twisting wrist and arm, raising arms over head, bending neck, rotating the neck and arms, making an "X" with forearms, and moving them around, pivoting on feet and turning around.
