This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA - Domestic DIB & MRTFB in DoD to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as the Installation's Information Management Officer and Information Systems Security Manager.

Duties

Formulate, interpret, disseminate, implement, and enforce Information Technology (IT) policies as the Installation IT Manager. Provide Information Technology (IT) touchpoint services for operating contractor and government staff and ensures appropriate use of government-issued equipment by the contract. Ensure all Army information systems utilized on the facility are authorized, protected, and accredited in accordance regulation and policies. Maintain access control in accordance with Dept of Army and DoD requirements and establishes local access control policy in which only authorized personnel can gain access to systems. Formulate, interpret, disseminate, implement, and enforce Information Technology (IT) security policies as the IT Security Manager

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.
  • Commensurate with mission requirements, the incumbent can be required to work irregular duty hours to include working nights, weekends and holidays
  • This position requires Information Assurance Technical Level I certification or the incumbent must be able to obtain certification within six (6) months of appointment in accordance with DoDD 8140.
  • This position requires Information Assurance Management (IAM) Level I certification or the incumbent must be able to obtain certification within six (6) months of appointment in accordance with DoDD 8140.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management- Practitioner certification within 60 months of entrance on duty.
  • This position may require 25% temporary duty travel (TDY).

Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as 1) Performing Information Technology (IT) touchpoint services for laptops, printers/scanners, and other network devices on NIPR and SIPR systems; 2) Performing Life Cycle Management of Information Technology (IT) equipment and systems; 3) Updating local Information Technology (IT) security policies and implementing requirements with higher headquarters and Network Enterprise to assure continuity of operations; 4) Establishing and supporting access control procedures and protocols to meet DoD requirements; and 5) Implements and enforces Information Technology (IT) & Cyber Security policies as the Information Technology (IT) Security Manager. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
