Duties

The HCO, Human Capital Consulting Center is seeking an experienced professional to serve as a Supervisory Human Capital Specialist, responsible for managing a staff tasked with performing the day-to-day recruitment, staffing and classification activities for the agency. Duties include, but are not limited to: Directs the work of subordinate staff and performs supervisory responsibilities that include assigning work, establishing performance criteria and standards, evaluating performance, providing technical and administrative advice and assistance as needed, with resolving complaints and grievances, providing staff development and initiating improvement plans, and taking disciplinary actions. Utilizes automated personnel systems both in a hands-on mode and in the analysis of staff assignments, data, reports, problems, and issues generated through the processing of various actions. Provides advice and guidance to all managerial levels on human resources management principles, techniques, acceptable personnel practices, as well as statutory, regulatory, and procedural requirements. Participates in special studies or pilot programs that impact human resources operations and/or activities that cross HCO centers and/or agency-wide. Provides consistent interpretation and application of HR policies and procedures across the agency and support HR staff to complete work, meet timelines, and resolve human resource matters. Assesses HR operational needs and policy changes to ensure seamless delivery of HR services and partners with HCO centers to provide effective customer service. Research, analyze and evaluate HR issues and concerns to identify solutions and make sound recommendations.

Requirements

Qualifications

You must have 1 year (52 weeks) of specialized experience equivalent to the next lower band or level equivalent to the GS-13 in the Federal Service, or comparable private/public sector experience which has equipped you with the skills and knowledge to successfully perform the duties of the position. Specialized experience for this position is defined as: (1) Providing authoritative consultant service in recruitment, staffing and classification in a program operation structure; (2) Providing consultative service as a recognized technical authority on human capital laws, regulations, policies, processes, and procedures; (3) Planning, leading and executing the delivery of recruitment, staffing, and classification assignments and projects ensuring compliance with laws and regulations; (4) Conducting oversight and quality review of human capital programs to ensure appropriate accountability methods are in place; and (5) Serving as a lead and/or supervisor of human resources programs, projects or special studies.
