This vacancy is for a Management and Program Analyst (Human Capital Business Partner) in the Human Capital Office located in the Department of Commerce's (DOC), International Trade Administration (ITA), in Washington, D.C.

Duties

Human Capital Business Partner's (HCBP) serve as points of contact for each business unit and are responsible for aligning HR business objectives with employees and management in their designated business units. The role of the HCBP is to work directly with its business unit's leadership to develop and direct the Human Capital agenda in alignment with the business' overall mission and organizational goals, and in accordance with the operating procedures of ITA's central Human Capital Office. As a Management and Program Analyst (Human Capital Business Partner), you will perform the following duties: Serve as a Human Capital Business Partner and liaison within a dedicated business unit and the central Human Capital Team. Provide human capital assistance to stakeholders in accordance with the central Human Capital Office's standard operation procedures. Provide consultative and advisory end-to-end support for business unit managers on all facets of the employee life-cycle, e.g., outreach and recruitment strategy, onboarding, incentives, development, recognition, and offboarding. Develop and Implementing Human Capital standard outreach and recruiting strategies to source and attract candidates. Support with gathering data, analyzing trends and metrics, and recommending best practices and strategies. This Job Opportunity Announcement may be used to fill other Management and Program Analyst (Human Capital Business Partner) GS-0343-12 FPL 13 positions within the International Trade Administration in the same geographical location with the same qualifications and specialized experience.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as: Gathering data, and analyzing trends and metrics of respective business unit or office to recommend best practices and strategies. Providing human capital advisory and consultative support to management. Designing, managing, and implementing human capital standard outreach and recruiting strategies to source and attract candidates.
