This Supervisory Human Resources Specialist position is located in the Human Resources Division, Office of the Executive Director, Bureau of Global Public Affairs (GPA/EX/HR).  The mission of the Bureau of Global Public Affairs is to serve the American people by effectively communicating U.S. foreign policy priorities and the importance of diplomacy to American audiences, and engaging foreign publics to enhance understanding of and support for the values and policies of the United States.

Duties

Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and advises, counsels, and instructs employees on both work and administrative matters. Responsible for directing managing, and overseeing civil service recruitment, staffing, foreign and civil service classification, performance management, training, and organizational development. Responsible for planning, distributing, scheduling, controlling, coordinating, and reviewing work for the Bureau in accordance with established priorities and to meet organizational goals. Maintains close and effective liaison with the Bureau of Global Talent Management, Office Talent Services, Office of Personnel Management, White House Liaison, union officials, and other government agencies to develop effective hiring strategies. Responsible for formulating strategies for meeting the accomplishments of Bureau goals and objectives as it relates to staffing and personnel resource requirements in support of human resource programs and policies.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience providing advisory services on personnel issues. Experience reviewing, analyzing and/or developing strategies and policies for a full range of human resources issues. Experience developing a system of recording, tracking the allocation of staffing resources within an organization.  There is no substitute of education for specialized experience for the GS-15 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
