Duties

Plan and carry to completion a variety of activities associated with the construction management program for the Glen Canyon Field Division (GCD). Inspect contractor's operations to assure compliance with the specifications and engineering and construction practices and methods. Investigate controversial situations that may lead to formal claims by the contractor. Work directly with contractor's on-site supervision in determining acceptable construction methods and rejects or disapproves the contractor's methods when it is known that the results will not meet specification requirements. Submit progress and inspection reports and maintains records of work accomplished.

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: GS-08: Specialized Experience: o qualify for the GS-08, you must possess one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing work in 3 or more of the following: (1) Assistance with or independently conducting inspections of construction projects to ensure contract specifications are followed; (2) Assistance with or independently interpreting construction plans to ensure adherence to safety requirements; (3) reporting potential problems in construction phases; (4) Assistance with or independently preparing daily summary reports on progress of construction operations for management review. GS-09: Specialized Experience: To qualify for the GS-09, you must possess one full year of specialized experience comparable in scope and responsibility to the GS-08 grade level in the Federal service (obtained either in the private or public sectors) performing work in 3 or more of the following: (1) monitoring contractor progress and quality of work to ensure contract specifications and schedules are met; (2) performing on-site condition assessments to identify and document current deficiencies; (3) inspecting work performed by contractors to ensure conformance with contract documents; (4) observing contractor's operations and practices to assure safety and health regulations are being observed. GS-10: Specialized Experience: To qualify for the GS-10, you must possess one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing work in 3 or more of the following: (1) inspecting and/or resolving questions on workmanship, equipment, and materials; (2) observing construction at all stages to identify and report potential problems; (3) reviewing plans and specifications during planning and design stages to become thoroughly familiar with job requirements; (4) informing contractors of requirements on construction scheduling, reporting, safety measures, and labor issues. GS-11: Specialized Experience: To qualify for the GS-11, you must possess one full year of specialized experience comparable in scope and responsibility to the GS-10 grade level in the Federal service (obtained either in the private or public sectors) performing work in 3 or more of the following: (1) inspect contractor's operations to assure compliance with the specifications and acceptable engineering and construction practices and methods; (2) observing and/or investigating construction at all stages to identify and report potential problems; (3) recording changes and modifications to contract drawings and specifications for use in the preparation of as-built drawings at completion of construction; (4) conducting biddability, constructability, reviews of plans and specifications for construction projects. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. GS-08: One year at the GS-07 is required to meet the time-in-grade requirements for the GS-08 level. GS-09: One year at the GS-08 is required to meet the time-in-grade requirements for the GS-09 level. GS-10: One year at the GS-09 is required to meet the time-in-grade requirements for the GS-10 level. GS-11: One year at the GS-10 is required to meet the time-in-grade requirements for the GS-11 level. (Must submit your SF-50s that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted.) Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered. You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by .
