Salary: $122 907 - 183 500 per year

The position is in the U.S. Department of Labor (DOL), Office of the Assistant Secretary for Administration and Management (OASAM), Office of Field Operations (OFO), Division of Finance, Finance Operations Branch. As the Finance Operations Branch Chief, this position is responsible for the management and supervision of the delivery of field services to all DOL employees outside the National Capital Region. This position is Supervisory and outside the bargaining unit.

Duties

For 0501-14: Plans, develops, manages, implements, and administers complete Field Finance and Administrative Services programs. Sets goals and long? range objectives, provides guidance and broad direction on program execution, and evaluates the effectiveness of the OFO Finance Branch with client-Agencies across the Department. Provides leadership and performs the full- range of supervisory responsibilities for subordinate staff and supervisors for the financial and administrative services functions. The incumbent works with DOL organizations and external customers to assess their needs, provide information or assistance, resolve problems, or satisfy expectations. Keeps abreast of and maintains commitment to providing quality products and services. Prepares and delivers presentations to groups of agency officials, managers, staff and other organizations detailing administrative and financial programs, processes and procedures. Performs the full- range of supervisory responsibilities for subordinate staff and supervisors, for both the regional and serviced locations. Expert skill in analysis of problems and the application of sound judgment to make recommendations or decisions for resolution of problems within customers' organizations or the Financial or Administrative Services office. Exercises some managerial responsibility including making major recommendations for long- range planning for finance and administrative services region-wide. Provides expert analyses and input which impacts plans nation-wide. Recommends changes in organization structure. Promotes effective communications between all levels of customer agency officials, Division of Finance front-line employees, and OASAM staff. Conducts training and provides technical assistance for customer agencies and employees in all areas of financial program services. Performs other duties as assigned.

Qualifications

You must meet the "Specialized Experience" to qualify for Branch Chief - Finance Operations, as described below. For GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-13 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for GS-14 includes: Expert knowledge and experience in planning, developing, developing, managing, implementing and administering financial programs for the accounting and financial reporting system, New Core Financial Management System (NCFMS) and Acquisition Management System (AMS) for for the OASAM Office of Field Operations; the building lease/realty program; space management, planning and design; procurement; purchasing; and telecommunications; Broad knowledge of DOL Policy and the issuance of the Business Operations Center, Departmental Budget Center, and the Office of the Chief Financial Officer, as well as applicable laws and regulations.
