Joshua Tree National Park has one permanent full-time position with an organizational title of "Chief of Science and Resource Stewardship" located in the Science and Resource Stewardship Division. Death Valley National Park has one permanent full-time position with an organizational title of "Chief of Resources Management" located in the Resource Management Division.

Duties

Develop, direct, and manage programs for the protection of natural and cultural resources, including compliance, over a broad landscape within the park. Coordinate and collaborate with a large variety of non-governmental organizations and federal, state and local agencies for the protection of natural and cultural resources of the park and to develop and manage broad regional strategies for multiple shared resources. Develop and maintain effective working relationships with the park management team, the academic community, other federal, state and local agencies, private organizations, conservation organizations, tribes, the news media and the public. Manage and supervise a large professional staff of cultural and natural resource managers and specialists to accomplish the Division's goals. Manage a large, complex resource management program including a substantial budget inclusive of both congressionally appropriated funds as well as alternative funding. Physical Demands: The position may require strenuous physical activity including periods of standing, walking, hiking, climbing, over difficult terrain, and in extreme heat. Outdoor work may involve severe weather conditions, such as high temperatures, arid areas, etc. and lifting and carrying heavy objects. Some activities will occur in physically dangerous areas or settings. Documentary research and report writing work is is performed in sedentary environment with prolonged periods of sitting and use of a computer which entails the ability to concentrate and write for long periods of time. Working Conditions: The work is performed primarily indoors. Occasionally, work may be performed outdoors in all types of weather and conditions. Outdoor assignments may be performed in potentially hazardous areas including steep slopes, rocky terrain, caves, fire lines, extreme environments, and remote backcountry areas. On occasion, flying in fixed-wing aircraft and helicopters is possible. The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval at Joshua Tree National Park. Joshua Tree National Park spans nearly 800,000 acres, most of which is wilderness, in southern California. Two distinct desert ecosystems, the Mojave and the Colorado, come together in Joshua Tree National Park. A wide variety of plants and animals make their homes in a land sculpted by strong winds and occasional torrents of rain. Dark night skies, a rich cultural history, and surreal geologic features add to the wonders visitors can experience at the park. The park works with fifteen Native American tribes and manages a robust cultural resources heritage program. More than 94% of the park is congressionally designated Wilderness. Qualifications

All qualifications must be met by the closing date of this announcement-09/06/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. You must meet the BASIC requirement for at least one series (0101, 0401, 1301) *AND* meet the ADDITIONAL minimum qualifications requirement option in order to qualify for this position. Basic Requirements: Social Sciences GS-0101 Series: A) Degree in behavioral or social science or related disciplines appropriate to the position. You must provide transcripts. OR B) Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR C) Combination of education or experience, which includes courses equivalent to a major as shown above, plus appropriate experience or additional education. You must provide transcripts. OR/AND Natural Resources Management and Biological Sciences GS-0401 Series: A) Successful completion of a full four-year course of study in an accredited college or university leading to a bachelor's degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. You must provide transcripts. OR B) A combination of education and experience, which includes courses equivalent to a major as shown above, plus appropriate experience or additional education. You must provide transcripts. OR/AND General Physical Science GS-1301 Series :A) Successful completion of a full four-year course of study in an accredited college or university leading to a bachelor's degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials or electronics. You must provide transcripts. OR B) A combination of education and experience, which includes courses equivalent to one of the majors as shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. You must provide transcripts. -AND - To qualify for this position at the GS-13 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Experience supervising and managing personnel, and 1) develop project justification, scope, and scheduling; 2) determine project funding and resource requirements; 3) create and prioritize short- and long-term goals; 4) manage contracted services; and 5) protect and restore natural resources ensuring environmental compliance. You must include hours per week worked. No substitution of education for experience at this grade level. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
