About the Position: Serves as Financial Readiness Manager with full authority to plan, organize, direct, staff, carry out, review and evaluate programs to include Army Emergency Relief Campaign (AER), Command Financial NCO (CFNCO) programs, Financial Planning for First Termers, Consumer Affairs, Financial Counseling, Debt Management, the Emergency Food Assistance Program, and Commercial Solicitation at a large or medium garrison under the Army Community Services (ACS) Division Chief.

Duties

Develop procedures to provide for continuing financial planning. Evaluate progress of financial plans to determine if objectives are being met. Develop performance standards in order to evaluate work performance of subordinates. Provide financial advisory services in accordance with established policies.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Appointment to this position is subject to a background investigation to determine your suitability for Federal employment.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This position requires a nationally recognized and Army approved financial counselor certification in accordance with DoDI 1342.22, 3.d (6)(b). Certification must be the Accredited Financial Counselor (AFC) or Certified Financial Planner (CFP).
  • This is a Term position scheduled not to exceed 30 SEP 2024. A term position may be extended to a maximum of six years depending upon the needs of management.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

Specialized Experience: One year of specialized experience which includes experience developing and implementing a program of direct counseling assistance on consumer affairs, emergency services, debt liquidation, money management, financial counseling, and budget counseling; developing a long-range plan that recognizes the individual's personal and financial needs and assists the client in outlining milestones to achieve those goals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Financial ManagementManages Human ResourcesOral CommunicationPlanning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
