Duties

The primary purpose of the position is to serve as a Management and Program Analyst. Typical work assignments include: Maintains awareness of critical infrastructure operational activities, progress, and issues to maintain situational awareness within the region. Gathers information and develops recommendations for programs related to critical infrastructure protection, incident response support, information sharing, and other topics as assigned to facilitate regional infrastructure protection. Assists in the development, coordination, and implementation of critical strategic infrastructure plans to provide feasible courses of action as needed. Provides surge support to other operations team members and regional staff as needed. Assists in determining the need for written policies and procedures, overseeing the development of policies and procedures, and reviewing and recommending approval upon completion to provide feasible courses of action as needed. Provides surge support for Critical Infrastructure Specialist duties to analyze critical infrastructure dependencies and interdependencies within region/district, and to conduct cascading effects analysis. Provides situational awareness during regional contingencies, exercises, and special events to headquarters IOD leadership to keep stakeholders informed. Produces information packets on locations and events to facilitate critical infrastructure threat information sharing. Serves as the primary focal point for information sharing between Regional Directors, Chiefs, Security Advisors, CISA Central, and IOD leadership to maintain situational awareness. Reviews data provided by Security and Advisors. Performs quality assurance of data entered into CISA Gateway and Stakeholder Relationship Management tools to ensure data is complete and concise.

Qualifications

To be considered minimally qualified for this position, you must demonstrate that you have the required education and/or experience for the respective grade level in which you are applying. GS-09: You qualify for the GS-09 grade level if you possess one of the following: A. Experience: One year of specialized experience, equivalent to the GS-07 grade level in the Federal service, performing duties such as: Gathering, identifying, and analyzing threats and hazards to critical infrastructure. or B. Substitution of Education for Experience: You may substitute a Master's, LL.B., J.D., or equivalent graduate degree, or have successfully completed at least two full years of progressively higher-level graduate education leading toward such a degree in a field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. or C. Combining Education and Experience: Appropriate combinations of successfully completed post-high school education and experience also may be used to meet the total qualification requirements for the GS-09 grade level. GS-11: You qualify for the GS-11 grade level if you possess one of the following: A. Experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal service, performing such duties as gathering, identifying, and analyzing threats and hazards to critical infrastructure and developing recommendations for programs related to critical infrastructure protection, incident response support, and information sharing. or B. Substitution of Education for Experience: You may substitute a Ph.D. or equivalent doctoral degree or have successfully completed three full years of progressively higher-level graduate education leading to such a degree; or LL.M if related, in a field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. or C. Combining Education and Experience: Appropriate combination of successfully completed graduate level education and experience described in A and B above, that, when combined, equal 100% of the total requirement. GS-12: You qualify for the GS-12 grade level if you possess the following: Experience: One year of specialized experience, equivalent to the GS-11 grade level in the Federal service, performing duties such as: (1) Gathering, identifying, and analyzing threats and hazards to critical infrastructure and developing recommendations for programs related to critical infrastructure protection, incident response support, and information sharing. (2) Experience developing, coordinating, and implementing strategic critical infrastructure plans and updating these plans in databases. And, (3) coordinating the response to requests for information and requests for assistance from stakeholders. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. Qualifications Must Be Met The qualification requirements listed above must be met by the closing date of this announcement.
