This postion is located within the DEPARTMENT OF HOMELAND SECURITY (DHS), UNITED STATES COAST GUARD (USCG), DEPUTY COMMANDANT FOR MISSION SUPPORT, ASSISTANT FOR ACQUISITION (CG-9), DIRECTOR OF ACQUISITION SERVICES (CG-92), OFFICE OF INTERNATIONAL ACQUISITION PROGRAMS (CG-922), located in Washington, DC.

Duties

You will serve as a Foreign Military Sales (FMS) Case Manager and Program Analyst responsible for executing assigned FMS cases to include program financial planning, budgeting and reconciliation functions. Among other duties with the Office of International Acquisition, this office is charged with the function of managing all phases of the USCG participation in the U. S. Government’s Security Assistance Program, specifically FMS programs calling for the transfer of articles and services to other nations.

Qualifications

To Qualify for the GS-12: Applicants must possess specialized experience equivalent to 1 year of experience at the next lowest grade level (GS-11) that is similar to experience gained in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience for this position includes: Providing staff support involving FMS programs and having a direct program coordination with other US government agencies; performing a variety of program management functions in support of FMS programs; monitoring financial and a delivery tracking systems for FMS cases; identifying issues to prepare a range of options and possible courses of action for both intra and/or interagency considerations; proficiency in word processing, power point presentations, excel spreadsheets, general administrative functions and being able to provide high level briefs both in writing and orally. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.  Specialized experience for this position includes: Providing staff support involving FMS programs and having a direct program coordination with other US government agencies; performing a variety of program management functions in support of FMS programs; monitoring financial and a delivery tracking systems for FMS cases; identifying issues to prepare a range of options and possible courses of action for both intra and/or interagency considerations; monitoring international developments and events that would impact acquisition programs; and having a proficiency in word processing, power point presentations, excel spreadsheets, general administrative functions and being able to provide high level briefs both in writing and orally.                                            National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
