This position is located in the U.S. Department of Labor (DOL), Employment and Training Administration (ETA), Office of Apprenticeship (OA). The incumbent is responsible for developing, writing, modifying, or interpreting regulations necessary to support the expansion and quality oversight of the National Apprenticeship System, State Apprenticeship Agencies, quality Registered Apprenticeship programs to ensure the safety and welfare of apprentices. This position is inside the bargaining unit.

Duties

The incumbent will ensure timely and accurate adherence to a regulatory publication schedule as well as the distribution of regulatory information to the principles and staff of ETA and the general public. Knowledge and experience with legislative analysis and technical writing, as well as knowledge of the Regulatory Flexibility Act (RFA), the Federal rule-making process, the Paperwork Reduction Act (PRA), the Administrative Procedures Act (APA) and related OMB policy guidance will be required. The incumbent must possess knowledge of federal public workforce programs and the statutory and regulatory guidance that governs them. Takes the lead in initiating, expediting, and carrying out a variety of special assignments and priority projects that cross-program lines of authority and that may be of a sensitive or high-priority nature. Applies considerable judgment and ingenuity to identify priorities and develop courses or plans of action for accomplishing such assignments. Investigates a wide range of highly complex, sensitive, and/or unique issues to establish the nature and scope of identified problems and defines alternative methods and techniques available to resolve them. Coordinates agency implementation and consultation with external stakeholders of the National Apprenticeship System by scheduling and conducting public meetings concerning the proposed regulations; analyzes records of hearings on proposed regulations and tracks public comments on proposed regulator action; and drafts sub regulatory guidance and procedure necessary to implement regulations. Ensures opportunities for stakeholders input at all appropriate stages of the rule-making process. Under the direction of the Division Chief, the individual in this position must possess experience working with legal documents and processes, excellent oral and written communication skills, and the interpersonal ability to work with team members and with senior-level agency officials within ETA as well as other Federal agencies to accomplish goals. Using newly enacted, amended, or existing federal legislation (or policy changes) as a framework, the incumbent will ensure the in-depth analysis of such legislation or policies and write and publish regulations, in accordance with a timetable established for Employment and Training Administration activities in the official semi-annual Regulatory agenda. The incumbent will coordinate the promulgation of draft regulations including working with ETA Program Offices, the Solicitor's Office, the Office of the Assistant Secretary for Policy, the Policy Planning Board, and the Office of Management and Budget. Responsible for the publication of regulations in the Federal Register for public information and comment, adhering with all applicable statues, OMB and Departmental clearance procedures, (including the Paperwork Reduction Act and the Administrative Procedures Act).

Qualifications

Applicants must have one year (52 weeks) of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position and that is typically in or related to the position to be filled. Specialized experience includes meeting all of the following statements: Experience in developing and analyzing workforce development program regulations, preambles, and in conducting analysis of public comments (e.g. apprenticeship and WIOA). Experience working with Federal Agency working groups in developing workforce policy decisions and rationales (e.g. apprenticeship and WIOA) and in summarizing public comments and working group recommendations in support of both Notice of Proposed Rule-makings (NPRMs) and final rules. Experience working with Federal Agencies in drafting rule-making language that reflects agency leadership input and legal review. Experience working with Federal Agencies on the Administrative Procedures Act, and other statutory/legal processes associated with the Federal Rule-making process.
