This position is located in the Department of Veterans Affairs (VA), Dental Service, Pittsburgh, PA. The work involves providing or obtaining a variety of management services essential to the direction and operation of an organization. The paramount qualifications required are extensive knowledge and understanding of management principles, practices, methods and techniques, and skill in integrating management services with the general management of an organization.

Duties

The Administrative Officer is assigned to the Dental Service and comes under supervision of the Chief, Service. The position serves as a Dental Service specialist, responsible for assisting with the day-to-day operations of Dental and the correct documentation of services provided by Dental Service at the Pittsburgh VA Medical Center (VAPHS) and all associated off-site locations. Duties of the Administrative Officer include but not limited to the following: Functions as the primary administrative resource person to the Dental Service in the capacity of validating, assisting, advising, and consulting with the clinical and administrative Services. Serves as a manager and coordinator for all administrative aspects of Dental Service. The employee has full responsibility and authority to plan, schedule and carry out the administrative and management services for the Chief, Dental Service, including human and financial resources, management analysis, procurement, project assignments based on needs identified via internal/external reviews/ investigative reports or observations, review and maintenance of service workload statistics, service policies and the service's Process and Performance Improvement Program. Responsibility for the design, development, implementation, modification, evaluation, and ongoing operation of the Chief, Dental complex administrative programs. Employee assumes the responsibility for the day-to-day Service operation, identifying areas requiring attention and recommending course of action to the Chief, Dental Service. Employee serves as an administrative advisor for the numerous and varied programs within Dental Service. Evaluates the activities of Dental Service programs with respect to economy and efficiency, provides administrative advice and recommendations in the field of inpatient and outpatient health care planning, organization and management to the Chief, Dental Service. Responsible for overseeing and preparing, compiling, and validating special reports for the service. Included are the DSS reports, Action Items, mandated program reports, Performance Data reports, workload reports, Congressional inquiries, and Safety, etc. Interacts with clinicians and staff from other services to provide accurate data analyses of programs. Employee manages all Dental clinic profiles and analyzes for accuracy and efficiency. Analyzes statistical data and advises management on operational trends; investigates and validates data that might be outliers by following up with appropriate staff; displays data in graphic/written format, whichever is appropriate, to present workload in a meaningful manner to Medical Center management, using various computer software, i.e. Publisher, Excel, Power Point. Works with Fiscal, DSS and involves other management personnel in reviewing, analyzing and responding to budgetary, VERA and workload submission reports received from the VISN and VHA. Assists in providing data for performance improvement and utilization review. A Control Point Official. Authorize expenditures. Employee formulates budgetary plans that require perception and assessment of immediate and long-term budget plans and program development and enhancement. Develops plans, formulates and implements budget requirements. Directs the personnel management program for the Dental Service, performing and/or overseeing full range of human resources requirements. Responsible to certify the correctness of time and attendance reports submitted for the Chief, Dental Service. Reviews all appointments, promotions, incentive awards, position descriptions, disciplinary and adverse actions etc., and contributes to the optimum organization and distribution of functions, organizational structure, and staffing of activities. Surveys and analyzes space utilization, and recommends plans for future needs based on identified deficiencies, anticipated program changes, workload, staffing projections, and budgetary considerations. Ensures that Quality Assurance information mandated by JCAHO and CARF is properly maintained. Employee provides for full administration of reporting, evaluation, and requirements associated with the Accreditation of Dental Service Programs. Manages the overall supply needs, services, and materiel requirements for the Service. Conducts inventory of Service equipment and property. Documents discrepancies and resolves errors and/or missing items. Prepares recommendations to resolve property utilization issues and assures economical and efficient use of equipment and property. Disposes of Unused, obsolete, or excess equipment. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/29/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. In addition to the Time in Grade requirement above, you must have the listed below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Serve as a manager and coordinator for all administrative aspects. Advises supervisors/managers on budgetary and finance issues. Development, implement, and evaluation of ongoing and evolving complex administrative programs. Monitors performance, appointments, position descriptions, suspense actions and ensures issues are resolved. Assist with managing overall supply needs, services and material requirements. OR, Substitution of Education* for Experience: Masters or equivalent graduate degree, or successful completion of two (2) years of progressively higher-level graduate education leading to such a degree, or LL. B or J.D., if related and if such education demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Education must have been obtained in an accredited college or university, may be substituted to qualify for this grade 9, Administrative Officer position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that number cannot be obtained from the school, 18 semester hours will be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. *Note: TRANSCRIPTS ARE REQUIRED. If you are using your education to substitute for experience you must upload your transcripts. Failure to do so will eliminate you from consideration.
