Incumbent serves as a HR Specialist performing operational assignments in the Office of Administration (OA), Executive Office of the President (EOP). The position serves as Human Resources Specialist (Classification) with responsibility for planning, developing and carrying out a full range of classification related management advisory services for the highest level of organization in the Federal Sector. Promotion to the next highest grade level is neither guaranteed nor implied.

Duties

As a Human Resources Specialist (Classification), GS-0201-11, your typical work assignments may include the following: Evaluates position management in assigned organizations and provides assistance to supervisors and operating officials on ways to improve structure, work distribution, and the use of employee skills. Makes recommendations for reorganization, expansion, consolidation of functions, establishment of trainee level and intermediate positions, changes in skills distribution, etc. Analyzes and classifies individual positions descriptions. Gathers and studies data on the job content, knowledges and skills involved. Determines the responsibilities and extent of authority of the position in relation to other positions, which may seem to overlap. Determines the correct classification by comparison to existing standards related to the work and prepares necessary evaluation statements. Explains the standards, classification decisions, impact of designated duties on classification, and complaint and appeal procedures to employees, supervisors, and operating officials or managers. Coordinates with management and ensures that new classification standards are applied within established timelines.

Qualifications

MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. You may qualify at the GS-11 level, if you fulfill the following qualification requirement:One year of specialized experience equivalent to the GS-09 grade level in the Federal service or equivalent experience in the private sector that demonstrates the following: 1) Applying Federal job grading standards to determine title, occupational series, and grade or pay levels for positions. 2) Applying position classification principles to prepare new or make changes to position descriptions. 3) Providing advice and guidance to colleagues and managers in the area of classification. OR A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR A Combination of Education and Experience. (Combinations of successfully completed education and experience may be used to meet total qualification requirements for the grade levels above. The total percentages must equal at least 100 percent to qualify for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at GS-11.) Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

For the GS-11: Must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
