The Biomedical Equipment Support Specialist (BESS) (Biomedical Information Systems) provides clinical and administrative support to staff, patients, and administrators for all matters of concern relating to the facility wide lifecycle management of networks, networked medical equipment and associated systems. Biomedical support requires the application of engineering and mechanical concepts and methodology to provide lifecycle management and technical support.

Duties

Lifecycle management of network equipment including but not limited to network switches, servers, routers and related infrastructure for any and all networked complex medical devices and systems such as imaging, life support, dialysis, and monitoring. Completes both routine and complex assignments involved identifying and troubleshooting issues related to VLAN configuration, IP addressing, sub-netting, HL 7, DICOM, Access Control List and network security across the medical device network. Coordinates and works effectively with other facility support departments including but not limited to Facilities Management Service, Office of lnformation Technology, Sterile Processing Service, and Environmental Management Service. Utilizes advanced network test equipment and software including but not limited to tracers, wireless spectrum analyzers, network traffic monitors, command prompt, physical and virtual server software. Manages, troubleshoots and maintains complete systems of computerized networks, databases and servers including but not limited to biomedical information systems that store or facilitate patient information. Systems include but are not limited to Picture Archiving Communication Systems, physiological monitoring systems, Clinical Information Systems, Anesthesia Record Keeping, and other systems for which Medical Device Isolation Architecture. Implements and plans for new and emerging technologies including but not limited to diagnostic modalities, network management and storage, and virtual data centers. Designs, implements and manages network incident response due to infection, loss of service or regional and local policy changes according to VA guidelines. Ensures proper security configuration for assigned devices and networks. Regularly reviews and installs available approved software updates and virus definitions for applicable networked medical devices. Leads development of disaster recovery procedures for critical systems to be enacted in the event of device failure. Adheres to MDIA Guidelines in both pre? procurement and during system implementation. Responsible for lifecycle management of any and all medical devices and systems such as imaging, life support, dialysis, and monitoring to include physical and network support. Completes both routine and complex assignments involved in the installation, maintenance, modification, troubleshooting, repair and calibration of these complex therapeutic, diagnostic and life support medical devices and systems. Specific tasks include but are not limited to incoming inspections, regular and unscheduled maintenance, and planning for end of life replacement in conjunction with clinical services. Utilizes common test equipment including, but not limited to, electrical safety analyzers, oscilloscopes, patient simulators, pulse generators, network analyzers, and multimeters. Maintains functional knowledge of relevant safety codes and standards of regulatory bodies including but not limited to The Joint Commission, National Fire Protection Association, Food and Drug Administration, Nuclear Regulatory Commission, Association for the Advancement of Medical Instrumentation, American College of Radiology, Federal Information Processing Standards. Documents all work performed in the computerized maintenance management system. Functions as a Contracting Officer Representative and keeps appropriate certification levels. Uses knowledge of government contract procedures and documentation requirements to develop statements of work, sole source justifications, other applicable documentation and to oversee vendor work. Collaborates with Logistics and Contracting to procure parts and services; functions as a purchase card holder, as required. Investigates, remediates and documents recalls and safety alerts within established timeframes. Participates in local safety improvement processes such as Root Cause Analysis, safety work groups, and Environment of Care Rounds. Maintains knowledge of the state of the art in medical technology, including scientific advances, network protocols, and vendor changes. Focuses on professional development in all areas of medical technology lifecycle management including technical skills. Knowledge and training is obtained from form a conference, classes or informal, magazines, articles, peer training means. Provides training and education as appropriate to medical technology end users and clinical staff. Provides mentoring and technical training to peers and development. Additional duties are performed as assigned by supervisor related to maintenance, remediation, and tracking of medical systems to meet mission critical requirements. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Experience and Education. Associates degree in Biomedical Electronics Technology, Biomedical Equipment Technology or Biomedical Engineering Technology or in a related technical field such as Electronic Technology or Information Technology and two years of experience as a Biomedical Equipment Support Specialist, Biomedical Equipment Technician, Field Service Engineer, Medical Equipment Repairer, or Information Technology Specialist. OR Bachelor's degree in Biomedical Engineering Technology or in a related field such as Electronics Engineering Technology (EET) or Information Technology. OR Completion of a military training program in biomedical equipment and two years of experience as a Biomedical Equipment Support Specialist or Biomedical Equipment Technician, Field Service Engineer, Medical Equipment Repairer or Information Technology Specialist. Grandfathering Provision. All persons employed in VHA as a BESS on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education that is part of the basic requirements of the occupation. For employees who do not meet all the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: (1) Such employees may be reassigned, promoted up to and including the full performance Journeyman) level, or changed to lower grade within the occupation, but may not be promoted beyond the journeyman level or placed in supervisory or managerial positions. (2) BESSs who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. (3) BESSs initially grandfathered into this occupation, who subsequently obtain additional education that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. (4) Employees who are retained as a BESS under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of reentry as a BESS. Grade Determinations: Biomedical Equipment Support Specialist (Biomedical Information Systems), GS-12 Experience: At least one year of experience equivalent to the GS-11 grade level. Certification as a Certified Radiology Equipment Specialist (CRES) is highly desirable at this level however it is not required. Demonstrated Knowledge, Skills, and Abilities (KSAs): In addition to the experience above, the candidate must demonstrate all of the following KSAs: Current knowledge of computer virus protection software, available software patches and upgrades, and information security tools. Expert knowledge of electronics, computer and networking theory with experience maintaining, interfacing and troubleshooting networked medical equipment to include VLAN configuration, IP addressing, sub-netting, and network security. Ability to utilize and maintain computer and server based medical equipment, medical record databases, and proprietary and generic software, Experience with TCP/IP, HL7, networking, network security, and DICOM standards. Ability to interpret, identify, and apply network engineering principles and practices where there often times is no previous example to follow, or precedence. Skill to distinguish networking problems from non-networking problems and discuss various options with IT networking and operations staff members. Physical Requirements: The work environment involves everyday risks or discomforts requiring normal safety precautions typical of such places as offices, training rooms, and libraries. The work area is adequately lighted, heated, and ventilated. There may be occasional exposure to moderate risks or discomforts in clinical spaces and storage areas. The work is primarily sedentary, although some physical effort may be required, e.g., walking, standing, climbing ladders, stooping, kneeling, and carrying medical equipment, or driving or traveling by motor vehicle.
