About the Position: The U.S. Military Academy, West Point, NY is an academic institution located in the Hudson River Valley, 50 miles from New York City. The historic site is the oldest continuously occupied military post in America. West Point is a self-contained city with housing, a Department of Public Works, libraries, hospital, fire department, chapels, and restaurants. Employees have access to Eisenhower Hall Theater, Hudson Valley's performing arts center, and recreational facilities.

Duties

Develops plans for law enforcement and security operations on the installation for the Director's approval. Conducts mission analysis ensuring that all tasks required to be accomplished are identified, published, distributed and/or briefed. Writes updates, policy letters, memorandums, and guidelines pertaining to the conduct and performance of assigned law enforcement and security activities. Assists in the development and implementation of installation plans for terrorism counteraction. Trains personnel on Emergency Operation Plans. Coordinates emergency services and law enforcement support for events. Acts as the liaison for the Chemical, Biological, Radiological, Nuclear, and high yield Explosives (CBRNE) Officer and Hazmat specialists. Studies policies, regulations, and/or guidance pertaining to security activities. Serves as a Contracting Officers Representative (COR) to ensure timely, cost-effective delivery of services from third-party providers. Ensures proper staffing to meet the mission. Coordinates with various law enforcement authorities concerning all contingency and emergency plans.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent to obtain the following core SPED Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.
  • Requires obtaining/maintaining Contracting Officers Representative (COR) Certification within 24 months of start date.
  • Temporary Duty Travel (TDY) or Business Travel is up to 10%.
  • Must possess or be able to obtain and maintain a valid State drivers license.
  • Must work weekends for emergencies and occasionally in support of DES mission (West Point Football games and Graduation).

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Criminal Justice or Security Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Time in Grade Requirement for the GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS 07). Specialized Experience for the GS-11: One year of specialized experience which includes: 1) Establishing and/or implementing law enforcement/security plans or programs to maintain the security of events, operations and/or individuals; 2) Applying knowledge of the laws, regulations, and/or guidelines related to securing personnel, facilities, and information; and 3) Planning and/or coordinating emergency response operations in order to deal with emergencies. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education:Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Criminal Justice or Security Management. OR Combination of Education and Experience:A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement for the GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
