You will serve as a Human Resource Specialist located in the Civilian Workforce Development Division. OCHR WASHINGTON DC.

Duties

You will serve as program manager and primary analyst for DON and programs involving civilian workforce development, functional community management, and human capital reporting. You will formulate requirements based on program objectives and prepares plans necessary to ensure their accomplishment. You will resolve roadblocks and problems and makes recommendations for changes to improve DON training and development operations. You will manage and oversee operation of HR Advisor process providing functional community managers and key leaders access to HR advice, assistance and information in addressing Strategic Human Capital Planning. You will serve as primary DON agency representative for Strategic Human Capital Planning. You will develop and issues policy guidance for use throughout DON.

Requirements

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is eligible for part time, full time or ad-hoc telework at the discretion of management.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience developing workforce development programs. Experience developing policy guidance for Human Resources Programs. Expert experience with strategic workforce planning policy, procedures and operations. Experience providing taskers and analyses related to Human Resource community across the agency enterprise.
