About the Position: Serves as an Emergency Services Communication Technician, providing Emergency Medical Dispatch (EMD), Emergency Police Dispatch (EPD) and Emergency Fire Dispatch (EFD) services for the Directorate of Emergency Services, Police/Provost Marshall Division, located at Aberdeen Proving Ground, MD.

Duties

Receive and process 911 emergency calls; prioritize the emergency based on the problem and nature of the call. Route emergency calls to proper agency as determined or dispatch a variety of emergency equipment to include police, fire, ambulance, rescue or hazardous materials units for assistance. Perform crisis intervention with distraught emergency callers. Utilize National Crime Information Center (NCIC), the National Law Enforcement Telecommunications System (NLETS), Army Law Enforcement Reporting and Tracking System (ALERTS) and other special computer programs. Refer non-emergency callers to appropriate civilian and/or governmental agency. Utilize automated systems/software to create, maintain, edit and publish information.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Obtain and maintain within 6 months of employment Department of Defense (DoD) Telecommunicator I and II (or equivalent).
  • Obtain and maintain within 6 months of employment DoD Hazardous Materials (Hazmat) Awareness.
  • Obtain and maintain within 6 months of employment certification in Basic Life Support Cardiopulmonary Resuscitation (CPR).
  • Obtain and maintain within 12 months of employment certification in Emergency Police Dispatch.
  • Obtain and maintain within 12 months of employment certification in Emergency Fire Dispatch.
  • Obtain and maintain within 12 months of employment certification in Emergency Medical Dispatch.
  • Continuous current certification is a condition of employment. The incumbent is responsible for attaining continuing dispatch education (CDE) requirements through in-service training that is offered locally.
  • Work requires rotating shifts which includes days, nights, weekends and holidays.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • Incumbent is required to work (weather essential) regardless of weather conditions, Terrorist Force Protection Condition (TFPCON) or installation closure and to report to the duty station at the regularly scheduled time.
  • Subject to call back and on-call as the mission requires.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Assisting with dispatching calls for public service assistance to the appropriate discipline (e.g., Police, Fire, Emergency Medical Service); 2) using telecommunications equipment such as computer aided dispatch systems, 911 emergency telephone equipment and radio systems to perform dispatching tasks; and 3) operating office automation software to create or maintain data pertinent to emergency services communication/dispatch operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service, (GS-06).
