This position is located in the Office of the Under Secretary of Defense for Intelligence and Security (OUSD(I&S)), Human Capital Management Office (HCMO).

Duties

This Position is a Defense Civilian Intelligence Personnel System (DCIPS) position in the Excepted Service under 10 U.S.C. 1601. For more information see https://dcips.defense.gov The incumbent selected for this position will lead the development of a defense intelligence workforce framework that will be used as the basis for future selection and development decisions for the defense intelligence and security workforce. Typical work assignments may include the following: Formulate and provide oversight of competency-based work design, personnel selection, and talent management systems for the intelligence and security fields within Dept. of Defense (DoD). Providing oversight to the development of professional certification and credentialing programs within OUSDI&S. Communicate and explain complex issues clearly and concisely and make recommendations significantly changing, interpreting, or developing important DoD and Intelligence Community (IC) policies or programs. Responsible for composing policies, planning, program review and analysis of civilian personnel selection and job classification.

  • This position is in excepted service authorized by Title 10 U.S.C. and covered by the Defense Civilian Intelligence Personnel System (DCIPS)
  • This position may require occasional travel away from your normal duty station for official business on military or commercial aircraft
  • The incumbent must be able to obtain and maintain a Top Secret security clearance with Sensitive Compartmented Information (SCI). A Special Background Investigation (SBI) is required with favorable adjudication by a determining authority

Qualifications

The DCIPS occupational structure provides the foundation for managing the DCIPS pay structure. It consists of the following elements: mission categories, occupational groups, and work categories, work levels, pay band (for those DCIPS Components operating under the DCIPS pay banded structure using pay plan IA) and grades (for those DCIPS Components operating under the GG graded structure using pay plan GG), job titles, and competencies. For qualifications determinations, it is recommended that applicants include their months and hours worked per week for each employment listed on their resume. Read more about what should I include in my federal resume? at https://www.usajobs.gov/Help/faq/application/documents/resume/what-to-include/ You may qualify at the GG-15 grade level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GG-14 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability in one or more of the following areas: 1.) conducting or leading organizational studies involving time application of industrial-organizational psychology principles to the design or assessment of organizational issues 2.) creating competency-based selection policies for application to organizational workforce practices; 3.) proposing competency-based skills certification programs in support of professional workforce management programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualifications requirements must be met by the closing date of this announcement and clearly documented in your resume.

Education

This position requires advanced education at the Master's or Ph.D. level in industrial-organizational psychology. Education cannot be substituted for advanced work experience.
