About the Position: Perform a variety of duties in connection with toxic agent monitoring, assessment, and operation of equipment to handle and detoxify chemical and biological agents and agent related components in austere conditions. Works under critical safety and surety Standing Operating Procedures (SOPs) to preclude or minimize danger and hazard to self and fellow workers. Advises supervisor of any unsafe situation or potentially hazardous situation related to job duties or work areas.

Duties

Conducts vulnerability assessments of selected routes by identifying potential hazards to cargo. Serve as the Technical Escort Officer for armed escorts of surety material and unarmed escorts of non-surety materials. Assists in the operation of fixed and mobile facilities in the handling, assessment and destruction of chemical and biological munitions for long and short-term remedial chemical and biological missions. Assists with the setup of temporary weapons of mass destruction (WMD) characterization and assessment sites in the public domain, Formerly Used Defense Sites (FUDS), and DoD Installations. Assists with leak-seal, packaging, transportation, and certification in accordance with Department of Transportation (DOT) for movement of both military unique and industrial toxic agents across public roadways and international borders. Observes setups and procedures and reports data on performance for inclusion in operating log to assure adherence to the operational schedule.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Mobility for temporary duty (TDY) assignments both CONUS and OCONUS are conditions of employment.
  • Pre-employment physical and an annual physical examination.
  • Drug Testing Designated Position.
  • Wearing of military Army Combat Uniform when deployed.
  • Must be able to obtain a valid stateside Class C Commercial driver?s license with hazardous material?s endorsement.
  • Government Vehicle driver?s license within 30 days of employment.
  • Position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968.
  • Recurring lifting of moderate to heavy equipment and gear weighing 50 pounds or more.
  • Frequent work outdoors with extreme temperatures, exposure to dust, high noise levels, wind, sand, exposure to elements associated in combat.
  • This is an EMERGENCY ESSENTIAL (E-E) position subject to deployment.
  • Capability for emergency worldwide response to chemical/biological accident/incident situations 24 hours per day 365 days a year.
  • Must obtain and maintain a stateside driver's license within 30 days of employment.
  • Must be able to perform all duties while wearing up to OSHA Level A personnel protective equipment (PPE) for up to four hours IAW 29 CFR 1910.20.
  • Must serve a one year probationary period.
  • Must be able to comply with the provisions of Army Regulation 50-6, Nuclear and Chemical Weapons and Materiel, Chemical Surety, Personnel Reliability Program (PRP) and able to maintain Chemical Surety PRP requirement.
  • Temporary Duty Travel (TDY) required 50% of the time.

Specialized Experience at the GS-08 Level is defined as: (1) communicating with team members on the setup of decontamination station to safely conduct chemical and personnel recovery operations (2) identifying potential hazards of chemical agents to report to senior officials and (3) resolving problems in work assignment in accordance with relevant guidelines and protocols related to chemical and OSHA work place safety. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service GS-07. Specialized Experience at the GS-09 Level is defined as: (1) Assisting with the maintenance of chemical equipment to ensure equipment is operational. (2) Assisting in packaging of chemicals and munitions in accordance with Federal regulations and (3) Selection of the proper level of OSHA personal protective equipment for the chemical hazards encountered. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service GS-08. Specialized Experience at the GS-10 Level is defined as (1) Recording collected chemical, biological and/or radiological data for use by professionals AND (2) Assisting in packaging of chemicals and munitions in accordance with Federal regulations. (3) Prepare and certify hazardous material for shipment in accordance with Federal regulations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service GS-09. Specialized Experience at the GS-11 Level is defined as: (1) Direct chemical operational through varying stages of operations, (2) Prepare and certify hazardous material for shipment in accordance with Federal regulations. (3) Packaging chemicals and munitions in accordance with Federal regulations. (4) Direct team during Technical Escort of chemical and non-traditional agents. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service GS-10.
