Duties

As the Budget Director you will manage the U.S. Nuclear Regulatory Commission’s Planning, Budgeting, and Performance Management (PBPM) Process.  Provide agency senior management with independent analyses of policy, program, and resource issues. Manage the multi-year budget formulation, and resource/performance management process; develop and maintain policies, procedures, and operations to formulate and implement the approved NRC budget; develop and administer NRC authorization and appropriation legislation; provide functional guidance for the development and maintenance of financial systems for resource planning and funds control; oversees the agency's administrative control of funds; approves and issues allowances and financial plans; oversee and apply fee billing policy and integration into the budget, lead the development and application of the internal control plan, and maintain liaison with Office of Management and Budget (OMB), and congressional committees.

Qualifications

You must have substantial supervisory or leadership experience which demonstrates the ability to successfully carry out the roles and responsibilities described above, typically evidenced by experience in progressively more responsible supervisory or leadership positions. To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs) listed below. These accomplishments demonstrate the quality and effectiveness of your leadership skills. Each accomplishment should be clear, concise, and emphasize your level of responsibilities; the scope and complexity of the programs, activities, or services you managed; program accomplishments; policy initiatives undertaken; level of contacts; the sensitivity and criticality of the issues you addressed; and the results of your actions. You should use action-oriented leadership words to describe your experience and accomplishments (e.g., Led the development and implementation of….) and quantify your experience wherever possible to demonstrate your accomplishments (e.g., number of employees supervised; size of budget managed; amount of money saved, etc.). PTQ 1. Expert knowledge and demonstrated experience of Federal multi-year budget planning, formulation and execution, financial analyses, evaluating financial performance, and the Congressional budget process in order to successfully structure and defend budgets before Agency stakeholders/ leadership, the Office of Management and Budget and the Congressional Appropriations Committees. PTQ 2. Demonstrated ability to successfully lead a large, diverse staff of budget, financial, and program analysts in a full array of Federal budget, planning, and financial management processes to include: working collaboratively with non-financial management leadership to translate budget and financial management objectives and programmatic priorities to relevant internal and external stakeholders such as Agency resource managers/ leadership, the Office of Management and Budget (OMB), Congressional staffers, or equivalents.. PTQ 3. Extensive experience in analyzing complex problems; developing and providing oversight of budgeting and fee policies, practices, and systems; and communicating analysis, results, and recommendations both orally and in writing to agency counterparts, top agency leadership, the Office of Management and Budget (OMB), and Congress in a comprehensive and objective manner.
