The primary purpose of this position is to lead the successful programming, acquisition, and strategic planning for a $70M annual nuclear material program, to oversee all program management quality assurance aspects of the mission. Organizational location of position is: Systems Development Directorate's Treaty Monitoring Diviision, AF Technical Applications Center, Patrick AFB, FL.

Duties

DUTY 1 - Responsible for planning, developing, establishing, implementing and controlling contractual, financial, and technical asepcts of a project/program. DUTY 2 - Develops, establishes, implements, and deploys policies and processes used by acquisition program managers. DUTY 3 - Monitors critical program issues and coordinates a variety of functional disciplines such as contracting, engineering, manufactoring, program control, test, logistics and others. DUTY 4 - Provides technical guidance, advisory support and assistance in a wide range of management issues. DUTY 5 - Represents organization at various high level meetings, conferences, and discussions with senior government officials and contract activities, delivers presentations on project/program status, accomplishments, and challenges encountered and anticipated support requirements.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Must Obtain/Maintain Top Secret Security Clearance with SCI. A non-disclosure agreement must be signed

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.

  • Bacheclor of Science or Arts in business, acquistion, contracting, finance, systems engineering, or similar field is highly desirable
  • Position is codced as an Acquisition Professional Development Program level 2 billet in program management.
  • A current level 2 in program management is highly desirable, and a current level 1 in Program Management with the ability to attain a level 2 within 24 months of being assigned is mandatory
  • Employee may be required to work irregular duty hours, nights or weekends

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. Specialized Experience: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of acquisition procedures, contract structures, statements of work, clauses and paragraphs, restrictions and limitations of the contracts use in R&D, services, and systems.. NOTE: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Experience with research, development, operations and maintenance acquisition programs. 2. Detailed knowledge of complex systems is highly desirable. Knowledge will be used to gauge the results of acquisition and in-house efforts to guide existing programs, then determine and correct future program deficiencies. 3. Detailed knowledge of DOD acquisition to include the Planning, Programming, Budgeting, and Execution System (PPBES). 4. Ability to communicate both orally and in writing in clear and accurate fashion. Ability to analyze conflicting information from mutliple resources and to determine and apply proper approaches to problem resolution. This task is accomplished in an environment of state-of-the-art technology and time critical deadlines. Ability to keep abreast of changes and trends in applicable acquisition policies and procedures through continuing education and professional development, both formal and informal. 5. Familiarity with earned value management techniques as applied to the management of technically complex systems. 6. This knowledge must be supported with experience in acquisition and project management. Also requires a strong working knowledge of the Federal Acquisition Regulations (FAR), FAR supplements, and contract administrative procedures, contractual, and programmatic details. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
