About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 7th Signal Command, 106th Signal Brigade - Fort Sam Houston, TX.

Duties

Serve as Property Book Team Chief and exercises property accountability using the Global Combat Support System - Army system for various Network Enterprise Centers in the 106th Signal Brigade?s area of operation. Administer the property management program in the 106th Signal Brigade as directed by the Logistics Supply Services Branch Chief. Assure all requisitions for the purchase of equipment, personal property, and supplies are properly reviewed for authorization and processed according to all applicable Army Regulations. Review all credit card purchases to assure proper authorization and priority designation, and that they are entered as required by regulation onto property records. Prepare inventory lists, assists Hand Receipt Holders as required in making their inventories, and adjusts property records as required to ensure accuracy. Process Financial Liability Investigation of Property Loss (FLIPL), special investigations collection vouchers etc., in a timely and efficient manner, complying with processing timelines as determined by regulation.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.

You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by ensuring input of equipment or supplies into automated purchase systems; overseeing the handling, storage or transfer of property in storage; providing supply guidance concerning regulatory, policy, or procedural changes; and scheduling and reconciling inventories to assure proper location of property. Applicant must have extensive knowledge utilizing the following operating systems at the PBO level: Global Combat Supply System Army (GCSS-Army), Decision Support Tool (DST), Force Management System Website (FMSWeb) and Information Systems Security Program (ISSP). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Supply Chain Management or Inventory Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
