This position is located in the USAGM, VOA, Latin America Division, Spanish Service. The incumbent will function as Service Chief and manage broadcasting to Latin America through television, radio, websites, and mobile platforms. Incumbent must have demonstrated television, radio, and web journalism experience, a strong history as a leader/manager of a multimedia journalistic organization, and experience planning coverage and directing the activities of staff, stringers, and contractors.

Duties

Duties include, but are not limited to: Responsible for the management, leadership, and strategic direction of a multimedia news operation made up of a staff of journalists, writers, editors, International Broadcasters, reporters, producers, and support personnel. Responsible for the overall quality of the content produced by the Spanish Service, ensuring accurate, fair, and unbiased reporting and adherence to the VOA charter and journalistic code. Provides broad direction of the Service's editorial content, including its workflows, selecting subject matter to be covered, execution of its stories, and their presentation in the various media produced by the Service. Oversees and manages the production of the Service's internet, radio, television, and social media content and programming. Develops plans and strategic objectives, including establishing the Service's general scope of operations. Manages the financial processes required for contractor personnel services. Demonstrates consummate leadership ability with an emphasis on building teams and managing them. Demonstrates initiative and exudes a positive attitude in day-to-day operations. Maintains appropriate management and internal control systems to ensure that the property, human resources, and budgets allotted to the Branch are safeguarded against waste, fraud, and abuse. Works closely with the Latin America Division Director, its Program Manager, and other staff members at VOA; including the Office of Marketing and Strategy in order to coordinate placement of VOA Spanish programs, and to build relationships with existing and potential affiliated media organizations in Latin America. Stays fully informed on developments in the U.S., world current affairs, and the Latin America region, and assures that those of interest to the targeted audience are appropriately covered in radio, television and digital programming. Recommends changes or improvements to broadcast policies, broadcast operations, and plans for future radio, TV, social media, and internet broadcasts. Responsible for implementing the agency's labor-management relations policies for Federal Civil Service employees. Interviews, selects staff members, disciplines, fires employees if needed. Develops performance standards and assures reasonable equity among subordinate units. Evaluates staff performance using generally accepted measures of quality and output. Recommends training for staff as appropriate.

Requirements

  • The full performance grade level for this position is GS-14.

Qualifications

Screen out factor: Applicants must have fluency in both English and Spanish languages that enables them to speak, read, write, report, and translate in both languages. For the GS-14 level: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the GS-13 level or comparable pay band in the Federal service or equivalent experience in the private sector. Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. For this position, the following specialized experience is required: Expertise in journalism and leading a team of journalists producing multimedia content for a Latin region. Expertise in the creation and production of multimedia newscasts for broadcasting. Expertise in the Latin American media market that enables the incumbent to plan and create content and marketing strategy for the Spanish Service. Broad experience in managing a diverse staff of newscast producers in the U.S. and abroad and in preparing and managing budgets, financial matters, including execution of plans that meet the mission and focus of the Voice of America. Expertise in Latin American politics and the United States objectives and policy toward each Latin American country, such as El Salvador, Nicaragua, Haiti, and Mexico for instance. Understands U.S. policy on creation and development of multimedia content for audiences in various Latin American Spanish speaking regions.
