About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the HQ, COMMUNICATIONS ELECTRONICS COMMAND, G2 with duty location Aberdeen Proving Ground, MD

Duties

Administers the Personnel Security program in accordance with current laws, regulations, and policies. Plans, develops, and implements security policies and procedures to ensure that classified material is received, transmitted, handled, stored, and accounted for from the time of receipt until dispatch, return or destruction. Facilitates initiation of clearances and periodic review of current clearances through the use of Electronic Questionnaires for Investigations Processing (e-QIP) and reviews requests for security clearances. Reviews position requirements, recommends access and position sensitivity levels for the position and determines security clearance investigations and requirements by applying need-to-know principles, pertinent security guidelines and command policy.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a TOP SECRET (TS) security clearance with eligibility forSensitive Compartmented Information (SCI) based on a T5 (or equivalent) investigation.
  • Requires Temporary Duty (TDY) travel up to 10% of the time.
  • This position has been identified for the Security Professional Education Development (SPeD) Certification Program. Must obtain the SFPC certification within first 2 years of employment.

Specialized experience is defined as experience which includes: (1) Managing and executing a personnel security program AND (2) Experience with the standards, procedures, methods and techniques used for the protection of sensitive defense information within information security as applies to personnel security AND (3) Performing functional authority and control over all security related automation, disclosure and operations AND (4) Adjudicating investigative reports and case files and rendering decisions on the eligibility of personnel for security clearances and access to sensitive information; and employment suitability determinations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11). You will be evaluated on the basis of your level of competency in the following areas: CommunicationsPersonnel SecuritySecurity Program ManagementTechnical Competence Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
