The Congressional/Legislative Affairs (C/LA) Specialist is responsible for directing all legislative affairs activities under the direction of the Assistant Regional Director - Office of Communications (ARD-OC). The incumbent is responsible for running the C/LA program for the Mountain Prairie Region. This position is open to status candidates under announcement R6-23-12080109-RM-MP. Duties

The Congressional/Legislative Affairs Specialist salary will be based upon duty station and locality pay once selected. Locality tables may be found at: 2023 Federal Pay Tables. As a Congressional/Legislative Affairs Specialist your duties will include, but are not limited to, the following: The employee advises the ARD-OC and the Regional Directorate on legislative issues of importance to the Region and alerts Office of the Congressional/Legislative Affairs (O-C/LA) of regional issues which are likely to need the attention of the Washington Office or the Director, U.S. Fish and Wildlife Service. Organizes and coordinates briefings on regional fish and wildlife issues for Congressional district offices, State representatives, and when appropriate, the Washington DC offices of Congressional members in coordination with O-C/LA. Analyzes legislative issues and proposals and makes recommendations to the ARD-OC regarding regional U.S. Fish and Wildlife Service policies on legislative proposals affecting the Regional office activities and programs while ensuring any legislative positions are consistent with U.S. Fish and Wildlife Service and Departmental policies. Ensures communication between Regional Office and members of the Congressional delegation and their staff members, both in the Region and Washington, D.C., and appropriate Committees of the Congress when the need arises, responsibilities extend to the Governor's office and State government officials. Tracks and analyzes activities of the legislative office and advises regional personnel of those activities that may affect their programs or facilities. Coordinates with the O-C/LA to track and report to the Region updates on any legislative policies and positions of the U.S. Fish and Wildlife Service and the Department.

Qualifications

Only experience and education obtained by 08/23/2023 will be considered. In order to qualify for this position you must possess the Minimum Qualification. Minimum Qualification GS-12 One (1) year of specialized experience equivalent to at least the GS-11 grade-level in the Federal service. Examples of specialized experience for this position must include: (1) having worked in a U.S. Congressional office, either as a district or DC staff, or serving as a congressional committee staffer focused on policy work related to wildlife conservation, natural resources and/or environmental legislation and issues; (2) tracking and analyzing Congressional actions on wildlife conservation, natural resources, and/or environmental legislation issues in order to assist in developing, coordinating, and preparing office/agency/organization positions; (3) developing written documents related to wildlife conservation legislation or issues including at least one of the following - congressional testimony, talking points for a member of Congress, trip memos for a member of Congress, Statements of Administration Policy (SAPs), responding to questions for the congressional record, letters to or from members of Congress, and briefing memos for a member of Congress or high ranking organization official; (4) conveying technical information on wildlife conservation, natural resources, and/or environmental legislation or issues to varied audiences; and (5) facilitating meetings, on a regular basis, between policy makers and members of Congress or their staff, which involves preparatory work, including gathering information prior to meetings from congressional offices and agency representatives, and developing positive relationships with congressional offices. Minimum Qualification GS-13 One (1) year of specialized experience equivalent to at least the GS-12 grade-level in the Federal service . Examples of specialized experience for this position must include: (1) having worked in a U.S. Congressional office, either as a district or DC staff, or serving as a congressional committee staffer focused on policy work related to wildlife conservation, natural resources and/or environmental legislation and issues; 2) interacting with members of Congress and/or congressional staff to develop and maintain positive relationships; (3) developing written documents related to wildlife conservation, natural resources, and/or environmental legislation or issues, including at least three (4) of the following - congressional testimony, talking points for a member of Congress, trip memos for a member of Congress, Statements of Administration Policy (SAPs), responses to questions for the congressional record, letters to or from members of Congress, and briefing memos for a member of Congress or high ranking organization official; (5) representing an organization or a congressional office in policy meetings to consider the impact of pending and proposed wildlife conservation, natural resources, and/or environmental legislation; and (6) advising a member of Congress or high level organization officials on congressional and legislative activities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
