You will serve as an ADMINISTRATIVE OFFICER in the Office of the Chief of Information (CHINFO), the Navy's Public Affairs of CHINFO WASHINGTON DC.

Duties

You will manage overall allocation and utilization of resources as well as policies and procedures regarding financial and internal control issues. You will manage a budget of approximately $16 million to ensure proper executing of contract payments, supply/logistics requirements and civilian payroll. You will analyze current funding levels and make decisions on the shifting of financial resources between accounts to ensure seamless execution of mission requirements. You will prepare responses to Congressional inquiries regarding all budget exhibits. You will ensure all aspects of physical information and personnel security are monitored and enforced. You will oversee contracts management and the financial management reporting. You will manage and respond to Freedom of Information Act (FOIA) manager and respond to request from the public and Congress. You will analyze enterprise and staff human resource capacity and capability levels and pursue solutions to rectify imbalances.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • The incumbent must be able to obtain and maintain a Top Secret Security Clearance based upon a Single Scope Background Investigation and be eligible for access to Sensitive Compartmented Information.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Directing multiple personnel related programs (i.e. manpower, personnel, training, security) to achieve organizational efficiency; Formulating and implementing administrative and financial policies/procedures; AND Developing human capital strategies (i.e. competency gaps, gap closure methods) that align with current and future mission.
