The Supervisory Program Analyst position is located at the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), VA Medical Center (VAMC) in the Office of Health Informatics (OHI). The incumbent of this position reports to the Chief, Office of Health Informatics and independently carries out assigned duties.

Duties

The Supervisory Program Analyst Clinical Informatics position is aligned under the Chief of Staff office and reports to the Chief Healthcare Informatics Officer. The Supervisory Program Analyst performs key duties in the areas of program management analysis, administration, supervision and coordination of these programs/activities. The duties of the position include, but may not be limited to the following: Program and Partnership Management: The Supervisory Program Analyst is responsible for management, assessment, design, integration, modification, maintenance, and analysis of programs and processes related to the field of health informatics including administrative and clinical data and data management services or systems, and the electronic health record and related systems, with the goal of improving patient care, population health, reducing costs and waste, and improving the staff experience across VA. Additionally, the incumbent will serve as liaison between clinical staff and technical staff, and manage all administrative aspects of their programs and projects. These responsibilities will be performed in consonance with the service's mission and goal statements, philosophies, policies, procedures, goals, and objectives to ensure that timely, safe, efficacious, and cost-effective services are provided. The functions or duties of this position may be carried out remotely. Provides planning, oversight, management, assessment, and analysis of assigned informatics program functions of high complexity. Technical and Data Management: Data and Content Management This role combines clinical, administrative, and technical knowledge that involve multiple specialized areas of a complex nature to develop, manage, maintain, and lead major health informatics initiatives and projects of a broad scope. The incumbent will primarily serve to manage one major, distinct, health informatics program at the facility and will coordinate with and provide cross-coverage for other informatics programs and their managers when needed. These high-level informatics programs include but are not limited to Pharmacoeconomics, Population Health, Clinical Decision Support, Predictive Analytics, Advanced Data Modeling, and Modernization of Information Systems. The role will also serve to fill various technical needs within the informatics department. Perhaps most importantly, with extensive experience and background in health informatics, the incumbent will serve as liaison between technical and clinical staff by translating requirements and facilitating discussions that positively impact the outcome. As a minimum expectation, all informatics personnel should demonstrate the following core informatics functions at the baseline proficiency level: application support, business architecture management, enterprise data management, content management: system optimization, change management, requirements management, and partnership management. Education and Change Management: Uses communication, education, and leadership to support comprehension of and adaptation to organizational updates. Adapts clinical software and emerging technologies to optimize the delivery of care through effective education and communication, innovations in process management, and high-quality customer service achieved by working in close partnership with clinical and administrative services. Provides communication channels to clinical and business teams to support deployment, sustainment, and optimization efforts; includes communication among all stakeholders through each level of the organization, to facilitate and support change. Performs activities that support the management and delivery of educational experiences using information solutions and technology in all areas of healthcare. The incumbent helps to establish effective clinical and administrative systems, optimize through testing, and integrates standardized workflow processes through education and training of staff, thereby enhancing lifelong learning. Managerial & Supervisory Responsibilities: Practices a management model that enables governance of a business' process environment with the goal of improving operational performance, establishing repeatable processes when possible, and setting predictable terms of variability for differing processes. This includes the use of various methods to identify, analyze, improve, optimize, and potentially automate business processes. Supervises a staff of Informaticist employees to accomplish the work of the health informatics office. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/24/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience applying statistical analyses and interpreting data; gathering, and analyzing information pertinent to operations management, and clinical care processes; developing and/or overseeing databases related to clinical health informatic application systems; collaborating with technical, clinical, and administrative staff; analyzing and reviewing technical manuals, policies, and directives; developing reports and presenting recommendations utilizing data and data analysis appropriate for both internal and external stakeholders regarding clinical software; knowledge of Microsoft Office programs such as Outlook, Word, Excel, and PowerPoint; enhanced knowledge of analytics software applications such as Microsoft SQL, Pyramid Analytics, and DSS databases. You will be rated on the following Competencies for this position: Analytical ThinkingHealth InformaticsLeadershipOrganizational Performance Analysis Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is generally sedentary; however, there will be some walking, standing, bending, and carrying oflight items such as papers and books. The tasks may require long periods at a desk working on a personal computer or other piece of equipment.
