About the Position: Fort Drum, the home of the 10th Mountain Division (Light Infantry), is located in Northern New York. Approximately 30 miles from Canada, with the Great Lakes to the west, the Adirondack Mountains to the east, and the St. Lawrence River and Thousand Islands in between.

Duties

Oversees and coordinates assigned activities, of the Installation Army Education Center, functions and projects. Uses knowledge of the Army Career Management Fields, the career progression of each Military Occupational Series, and knowledge of curriculum and adult education to plan, implement and promote the various programs. Analyzes program needs, identifies budget requirements, and recommend contract modifications as necessary. Conducts education needs assessments and interest surveys; develops programs in accordance with results and recommends changes, as needed. Provides the full range of general education and career development counseling to Service members, Retirees, DoD civilians, and eligible U.S. contractors. Exercises responsibility for all assigned work performed in the Education Center, to include tuition assistance, the Functional Academic Skills Training program, Multi-Use Learning Facility, testing, college programs and classroom management.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Education Services Specialist, GS-1740-9/11: Degree: bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the following areas, with at least one course from (1) or (2).(1) Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests;(2) Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities;(3) Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs;(4) Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs.(5) Teaching methods: Study of teaching strategies and learning styles of the adult learner.(6) Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation.(7) Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems. OR (8) Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources. (NOTE: You must attach a copy of your transcripts for verification of your education.) In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-09 Specialized Experience: One year of specialized experience which includes which includes 1) Providing advice and guidance on Education System Programs; 2) Collecting accurate data for evaluation purposes; and 3) Providing a variety of outreach and customer service duties. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements. Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience. For example, an applicant with 6 months of appropriate experience equivalent to GS-7 (50 percent of the experience requirement for GS-9) and 27 semester hours of appropriate graduate education (50 percent of the education requirement for GS-9, in excess of that required for GS-7) would be qualified for a GS-9 position (assuming that there is no evidence that the attended college or university requires more than 18 semester hours as equivalent to a year of graduate study).(Note: You must attach a copy of your transcripts.) GS-11 Specialized Experience: One year of specialized experience which includes 1) Participating in managing and providing advice and guidance on education programs for an organization; 2) Providing individual career, academic, and educational advisement to eligible candidates; 3) Assisting in developing local operating policies and procedures concerning education and career opportunities and conducting educational briefings to inform and increase knowledge of incentives and educational special programs within the community. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
