Qualifications

We are looking for at least one year of specialized experience related to this position as described below: To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as Assessing financial resources for environmental programs or projects and providing recommendations; monitoring and managing grants or interagency agreements (IAGs) performance; and planning, conducting and coordinating financial analyses and studies. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of Federal, State, and local laws and regulations, documentation and reporting requirements, and lawmaking or rulemaking processes sufficient to make decisions or recommendations significantly changing, interpreting, or expanding important agency/national policies and programs Ability to apply new developments and theories to critical and novel problems Knowledge of the concepts, principles, and practices of administration of assistance agreements applicable to continuing environmental program grants, project grants, cooperative agreements, and Performance Partnership Grants (PPGs) Skill in written communication Ability to analyze and communicate complex programmatic and technical matter to EPA, state policy makers, technical staff and the public Knowledge of management practices and procedures to resolve problems of major significance to agency environmental programs Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
