THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a RESOURCES MANAGER (T5), Position Description Number T5126000 and is part of the AL DOM JFHQ, National Guard. ORGANIZATION: JOINT STAFF, MONTGOMERY, AL SELECTING OFFICIAL: COL S. DAVENPORT

Duties

1. As the J-3 Resources Manager, leads the Resources Management Team (composed of various sub-program managers) in planning, programming, budgeting, allocation, and execution of funds associated with the programs managed by the Joint Staff/DOMS. Provides technical and administrative support, either directly or through subordinate personnel, to management and directorate personnel in the area of financial, program and resource management. Directly responsible for all areas of budget planning, obligation, execution, and tracking of expenditures for the directorate. Reviews, consolidates, approves, modifies or disapproves budgetary data and reports submitted for consistency with established guidelines, reasonableness and accuracy. Monitors the current year budget operations through monthly management indicators and USPFO Comptroller reports. Serves as the primary technical expert on the treatment of budgetary data on forms, schedules, requests, and reports for use by the J-3 Directorate. Monitors the execution of the annual operating budget. Establishes and executes funds control procedures by developing apportionment requirements and schedule for obligations and expenditures and issuing cost limitations for various elements of expenses. Reviews all obligation and commitment authorization documents to ensure charges are in accordance with laws and regulations and within the operating budget. Reviews administrative audit and investigative reports to determine appropriate changes or corrective action required. Performs studies and analyses of J-3 program funding, budget and financial management procedures. Prepares narrative justifications based on actual requirements. Interfaces with major command training offices, finance officers and other personnel in assessing allocations and ensuring all financial resources are allocated to support requirements. Provides participating commands and JFHQ-State with appropriate fund citations. Serves as subject matter expert and provides guidance to personnel throughout the state and various headquarter directorates on all issues concerning orders preparation and related pay and travel entitlements. Reviews individual orders for the J-3 directorate to ensure travel and per diem are properly identified. 30% 2. Reviews, coordinates, and monitors the Master Cooperative Agreement and modifications. Ensures compliance with all terms, conditions and standards of the Cooperative Agreement to assure proper obligation and expenditure of funds. Develops and manages a system for administrative control of appropriations and funds. Collaborates with directorate managers, program managers internal and external to the directorate, USPFO Comptroller Office and higher headquarters resource management officials to gather information, perform necessary studies and recommendations to immediate supervisor and program managers relative to directorate operations. Develops new or modified administrative program policies, regulations, goals, or objectives. Identifies and develops data required for use In the management and direction of operation and training programs. Analyzes new or proposed legislation, regulations, law, and roles from NGB/ARNG/ANG/State/TAG to determine impact on program operations and management. 20% 3. Identifies deficiencies or areas requiring improvement, recommends corrective action, and/or initiates studies to determine causes of deficiencies. Represents the J-3 at meetings, seminars, and conferences, which involve analysis of assigned and proposed operations concerned with the concept and development of training programs. Administers all phases of program solutions that lead to solving pay related issues with customers and financial administration. Conducts studies in conjunction with special projects as assigned by the J-3, which involve gathering and compiling facts data associated with the project. 20% 4. Presents briefings to organization personnel matters concerning training operations and programs financial functions for which the J3 is responsible. Develops revised policies and procedures for implementation and establishes specific goals and develops milestones by which projects can be implemented. Works with Program Analyst to resolve problems and/or analyze information that is controversial in nature. 15% 5. Provides advice and serves as financial consultant to management on a range of analytical projects related to training operations, budgeting strategies and techniques, resource distribution, program priorities, forecasting, long-range planning and training support programs. Revises existing work techniques for application to the analysis of specific issues or resolution of problems.15%

Qualifications

GENERAL EXPERIENCE: In addition to OPM general experience, evaluate applicant's knowledge, skills, and abilities for: - Skill in collecting and analyzing data effectively, efficiently, and accurately; - Skill in applying procedures and directives by reading and interpreting program material; - Skill in presenting formal training presentations and briefings; - Ability to prepare reports and presentation formats. SPECIALIZED EXPERIENCE: Must have 1 year experience at GS-9 level experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements. KNOWLEDGE, SKILLS, AND ABILITIES: --Detailed knowledge and understanding of the principles and objectives of budget administration and a thorough knowledge and skill in the application of related laws, regulations, policies, precedents, methods and techniques of budgeting. --Intensive knowledge of formulation and execution of the budget processes and practices to determine whether obligations, expenditures, and requested allotments are within funding limitations in the approved budget. --Comprehensive knowledge of analyzing financial and budgetary relationships to develop recommendations for financial and/or budgetary actions under type of conditions and time pressures uncertainty due to short and rapidly changing program and financial/budgetary deadlines and objectives; conflicting program and /or changing guidelines for the work. --Knowledge of automated data processing concepts and systems capabilities to accomplish assigned budget functions to manage and execute federal appropriations. --Knowledge of analyzing and evaluating continual changes in program plans and funding their effect on financial and budget program milestones. --Knowledge of management principles, organizational theory and techniques of analysis. --Knowledge and analytical ability to develop information and operational plans ???????--Knowledge and ability to prepare and present detailed briefings on subjects pertinent to the organizations functions.

Education

Completed undergraduate or graduate education, the awarded college degree should be in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.
