The primary purpose of this position is to provide senior leaders/managers advice on effective and economical management of inspection and self-assessment practices; and to provide advice, training, and support to serviced organizations.

Duties

Directs multifaceted CIT/WIT pre-inspection activities. Organizes, trains, and oversees the inspection team in the execution of inspection activities. Develops a wide range of strategies, guidelines, and procedures to conduct comprehensive conventional and non-conventional inspection programs compromised of substantial variety and scope. Formulates the annual inspection schedule for CIT/WIT members. Represents the IG inspection function in a variety of meetings, in working groups, and other situations, including emergency management personnel in surrounding communities as required

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE GS-11: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes inspection and/or compliance principles, concepts, and practices sufficient to conduct inspections, interpret policies/regulations, recognize, and resolve significant discrepancies and/or inconsistencies among findings. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE GS-12: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes interpreting laws and regulations, developing and writing comprehensive supplements or local guidance, providing direction and policy interpretation, and directing necessary team resources to conduct Center inspections and exercises. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Public Laws, Executive Orders, DoD Regulations, Air Force Instructions, and other directives related to the inspection process, to include DoD and AF administrative and inspection policies, procedures, techniques, and practices. 2. Knowledge of Air Force, MAJCOM, Center and installation program goals and objectives; and the relationship of the various Center entities involved in execution of military operations and evaluations. 3. Knowledge of qualitative and/or quantitative methods to participate in the assessment and development of plans and programs for conducting operations, and to adapt precedents or existing strategies to meet needs and determine feasible solutions to meet mission requirements. 4. Skill in analyzing, planning, and adjusting work operations to meet requirements and objectives within available resources; and in analyzing reports to identify issues, trends, and draw conclusions. 5. Ability to plan, organize, and negotiate effectively with senior specialists and management to accept and implement recommendations. 6. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing; and work in a professional manner with installation leadership. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
