Decision Support Service (DSS) allows workload to be defined by department, product and direct/hire costs to be associated with the delivery of specific health care services inpatient and outpatient areas. Primary responsibilities are associated with coordinating capture, and validation of patient-level workload, education of medical center staff and assisting in the development of automated and manual systems for integrating cost data with clinical workload.

Duties

Assists the DSS Site Manger in the implementation of the DSS system throughout the Gulf Coast Veterans Health Care System. Reviews all DSS program requirements, specifically pertaining to clinical workload documentation and recording requirements. Develops constructive suggestions for system improvement. Analyzes existing automated and manual data collection systems to determine availability of financial, clinical, and accounting information. Interacts daily with service chiefs, line supervisors, and administrative personnel. Coordinates and assists in posting of monthly data from VHA feeder systems. Audits input data source documents in order to validate raw data input. Operates various desktop calculators to prepare cost accounting analysis, reports, and worksheets. Bargaining Unit: This position is covered by AFGE bargaining unit. Per the AFGE Master Agreement, the Area of Consideration will be: 1st Area of Consideration - Current Facility and CBOC employees; 2nd Area of Consideration - VA Nationwide applicants; 3rd Area of Consideration - Other Status candidates. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday-Friday, 8:00am-4:30pm, subject to change based on the needs of the facility. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/30/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement. You may qualify based on your experience and/or education as described below for the GS-09: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assist in managing the administrative functions; Assists in flow of information in a medical center setting; Applies theories and principles of management and organization including administrative practices and procedures common to organizations; Uses qualitative and quantitative analytical techniques; Conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Masters Degree or Equivalent graduate Degree or 2 full years of progressively higher graduate education leading to such a degree. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year of graduate education. You may qualify based on your experience and/or education as described below for the GS-11: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Understands operating programs and objectives of the health care system; such as clinic and administrative program relations, manpower, and resource utilization; Understands the health care system organizational structure and the manner in which it functions; Applies various analysis techniques to demonstrate department service performance; Applies fact finding and investigative techniques to gather factual evidence about administrative products, production procedures, and costs; Operates microcomputer systems and understands computer terminology and functions related to health system computers. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher- level graduate education leading to such a degree or LL.M., if related. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond; equivalent combinations of successfully completed graduate level education (in excess of the first 2 full years of graduate level education) and specialized experience to meet the total experience requirements. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The works primarily sedentary, but may be subject to stressful situations due to tight time frames for the implementation of the OSS project. The employee may be retained to work irregular shits. Some walking, standing, bending and carrying of small items such as books, paper and computer reports as required.
