About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Joint Forces Headquarters-Cyber Integrated Planning Element at Peterson AFB, CO. Position will be filled on a permanent basis.

Duties

Serve as senior advisor to the Integrated Planning Element Director on all functions and operations, as well as the Director?s personal representative on special projects and external engagements. Identify the unique needs of the Combatant Commands, and within available resources develop and implement comprehensive solutions to meet requirements. Concentrate special attention upon challenges and issues that inhibit the attainment of IPE, JFHQ-C/ARCYBER, ARCYBER, US Cyber Command and CCMD goals and objectives. Participate in executive sessions with officials from CCMDs, JFHQ-C, ARCYBER, US Cyber Command, and the Department of Defense. Discuss and present a wide range of subjects ranging from exchanging information, ideas, and interagency efforts to promote efficiencies at all levels and to integrate and synchronize cyberspace operations. Perform the full range of supervisory duties for assigned staff.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • One-Year supervisory probationary period required.
  • Must be able to obtain and maintain TOP SECRET security clearance with access to Sensitive Compartmented Information.
  • Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination with No Deception Indicated (NDI).
  • Must pass an initial and periodic urinalysis screening for illegal drug use.
  • Must be able to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks. [Military External Affairs Division (MEAD) Security In-Processing (SIP) process.]
  • Temporary duty travel may be required approximately 25% of the time.
  • Irregular tours of duty (work outside of hours considered normal) and/or extended duty will be required.
  • Position designated as Emergency Essential.
  • Required to submit Financial Disclosure OGE-450 upon entrance and annually thereafter.

Specialized experience would be demonstrated by directing and managing administrative programs, mission requirements, training and exercises to ensure cyberspace operations meet Combatant Command level support requirements; collaborating/coordinating with major commands and organizations to integrate and synchronize cyberspace operations and leverage enterprise-wide resources; deconflicting operational requirements with available resources to ensure cyberspace operations mission success. This position is in the Supervision/Management Work Category at the Senior Work Level within the CES Occupational Structure.
