This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Police Officers to recruit and appoint qualified candidates to positions in the competitive service. Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

Duties

Military Working Dog (MWD)Trainer will design, plan, develop, and implement specialized training programs sufficient in scope to produce a highly trained and proficient MWD Section. Incumbent will perform Military Working Dog duties, not limited to, explosive detector dog, narcotic detector dog, patrol dog, gunfire agitation, pursuit of suspects, attacking/apprehending, guarding, escorting suspects, hand and verbal command. Develops written guidelines for a variety of on-post evaluations, documenting deficiencies. Initiates and implements corrective or remedial training. Responsible for the ensuring that adequate provisions are made for the health, safety, and well being, of assigned MWDs and ensures handlers properly care for their assigned MWD. Monitors and evaluates the teams progression, identifies deficiency and appropriate corrective training required and makes adjustments in order to allow the team to achieve its full potential/ goal. Tests and assesses the adequacy of MWD training programs to evaluate their effectiveness and allows the MWD teams the highest degree of proficiency of the MWD teams

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance.
  • Must be able to wear protection equipment.
  • Pre-employment and annual physical exam is required.
  • Must be able to pass initial Physical Ability Test (PAT) within 30 days of hire.
  • Incumbent must possess a valid state driver's license and be able to obtain and maintain a government motor vehicle operator's license.
  • Incumbent must be able to successfully pass training, certification and qualification requirements. These include, but not limited to: weapons qualifications, first aid/CPR and National Incident Management System (NIMS) training requirements.
  • Incumbent must meet the requirements of AR 190-56.
  • This is a Testing Designated Position (TDP) and is covered by the Alcohol and Drug Abuse Prevention and Control Program. IAW AR 600-85, a DA 5019 Condition of Employment must be signed for mandatory drug testing.
  • The 1996 Lautenberg Amendment to the Gun Control Act of 1968 covers this position. Incumbent is subject to removal from the position if convicted of a felony in accordance with Section 639 of P.L. 106-554 effective January 20, 2001.
  • Incumbent in this position is designated as Mission Essential (IAW DODI 3024.42 DTM 17-004) position during Inclement Weather Conditions or other designed/identified emergency conditions.
  • Incumbent must wear a uniform and comply with the Army Civilian Police Dress and maintain a high state of appearance and hygiene in accordance with AR 190-56.
  • Incumbent is subject to possible civil action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals.
  • Incumbent must be proficient in the use of assigned firearms/weapons, pass an initial qualification. All weapons training and qualifications will be conducted IAW AR 190-56 "The Army Civilian Police and Security Guard Program".
  • Must be able to carry items weighing 50 pounds or more.
  • This position is covered by the Individual Reliability Program (IRP).
  • Must be able to work rotating shifts and/or irregular tour of duty, to include weekends and holidays.
  • Must be trained and proficient in specialized weapons and unarmed self-defense.
  • Must comply with the Army Civilian Police uniform standards of appearance requirement of AR 670-10.
  • Successfully graduated from United States Army Civilian Police Academy or successfully graduate within 12 months of hire date or a current employee and considered grandfathered IAW AR 190-56 unless incumbent has current approved waiver from the OPMG

Specialized Experience: One year of specialized experience which includes experience in law enforcement operations, practices, and techniques that involve responsibility for maintaining order and protecting life and property. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted.
