This Supervisory Program Support Assistant position is located with Patient Services at the Brockton campus. Position is full-time at 40 hours per week.

Duties

The position services as a first -level Supervisor in the Support Services, Communications section of Patient service under the Business Office at the VA Boston Health Care System. This facility consists of 3 campuses, 1- 230 medical, surgical, tertiary care hospital for BHS, 1 -225 bed facility consisting of psychiatry, detox, nursing home & domiciliary, 3 major primary care facilities with specialty clinics and 2 day surgery units, with 3 satellite clinics and 5 CBOC's. The facility is a teaching hospital with several medical school affiliations and various surrounding hospitals. The position Supervisor assists the Chief of Support Services by supervising, managing, and directs a variety of support service programs within the communication section, they include, but are not limited to: Incumbent assists the Chief with fund Control Point Activities (FCP) for 2 high profile fund control points totaling $550,000.00 annually. He or She ensures availability of funds, reconciliation of funds with IFCAP, FMS and fiscal Service. Incumbent is responsible for timely processing of invoices using the IPPS/ view star on-line certification FMS process in accordance with Prompt Payment Act, prevents delays in payments to avoid interest penalties or any adverse action against the government as a result of non-payment for services. Provides technical administrative assistance, advice and support to all levels of management. Incumbent provides services and technical counsel necessary to meet the procedural legal and administrative requirements relating to the various support services programs provided. As the first -level supervisor, he or she will assist the chief with assigning and reviewing work given to employees on a daily, weekly or monthly basis. Assuring that the production and accuracy requirements are met. Responsible to plan, recommend and develop performance standard and conduct performance evaluations on a semi-annual basis. Documents competency of employees through annual competency assessments. The incumbent will assist with the planning of work to accomplished by subordinates and adjust priorities: prepares schedules for completion of work. Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. The supervisor will assist in resolving controversial personnel management problems including those referred by other supervisors. He or she will assist in interviews for positions, recommends appointments, promotions or reassignment for such positions. Hears and resolves complaints from employees, and refers group grievances and more serious unresolved complaints to a higher-level supervisor or manager. Incumbent will affect minor disciplinary measures, such as counseling, and recommends other action I more serious instances. Implements plans to ensure agency programs such as equal employment opportunity; labor relations, performance management, etc. are effectively implemented for all sections. Selectee may be required to work at any Boston Healthcare System campus if needed. May be required to attend conferences at other facilities or other VA sites on occasion. The incumbent may be required to travel to other VA campuses and CBOC's. Current employees must submit copies of their most recent SF50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (competitive or excepted). In some cases, more than one Sf-50 may be required to show a higher grade previously held. This position is in the competitive service. Time-in-Grade Restriction: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also met time-in-grade requirements. The grade may have been in any occupation but must have been held in the Federal service.-Interchange Agreements with Other Merit Systems: Employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 4701(1) or (3) formerly 38 U.S.C. 4104(1) and (3) must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment. Veteran's preference does not apply to this announcement

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/21/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: To qualify for the GS 6 Supervisory, Program Support Assistant position applicant must have one year of specialized experience equivalent to at least the next lower grade level of GS 5. This experience must have equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and that is typically in or related to the position to be filled. Examples of specialized experience would typically include, but are not limited to performing the following duties: managing administrative programs (ie: timekeeping, records liaison), processing correspondence, reports and memorandums, organizing meetings and scheduling conferences etc., collecting and storing data using multiple computer software programs, typing. You will be rated on the following Competencies for this position:Administration and ManagementInformation ManagementPlanning and Evaluating Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
