Duties

This is a GG-11 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-11 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-11 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. ***Salary Ranges includes local market supplement*** Open to internal AFTAC employees only DUTIES Oversees all civilian and military records management (RM) processes throughout the life cycle and executes legal requirements for records management programs. Executes recurring and/or special management appraisal studies of various functions and responsibilities, use of equipment and facilities, adequacy of controls and simplification of work practices relating to publications management programs. Provides technical guidance and assistance to attached, associated, and all AFTAC units in administering the publications management program. Performs duties as the Center's primary Top Secret Control Officer in accordance with AF guidance to ensure 100% accountability of all documents.

  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • Employee may be required to undergo CI Polygraph examination in accordance with security regulations involving material handled.
  • The employee may be required to work irregular duty hours.
  • Knowledge of security procedures and protection of classified information.

SPECIALIZED EXPERIENCE: Applicant must possess quality level experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Quality experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Examples of creditable experience include: Knowledge of Federal, DOD, and Air Force records, publications, and forms management programs; ability to develop detailed records, publications, and forms management guidance and procedures from general guidance in order to support the unit's sensitive and unique information and processes; ability to make decisions and recommendations related to records, publications, and forms management, brief senior leadership, lead team members with little supervision, and manage large scaled projects; general knowledge of Air Force top secret document control procedures; inclusive knowledge of security practices for ensuring the safeguarding of classified information; all-inclusive knowledge of Microsoft Office Suite software; basic knowledge of Executive Order 12958 declassification procedures; knowledge of pertinent laws, regulations, policies, and precedents that affect the records, publications, and forms management and top secret control account programs; ability to develop detailed records, publications, and forms management guidance and procedures form general guidance in order to support the unit's sensitive and unique information and processes; knowledge of National Archives and Records Administration policies and procedures, as well as those promulgated by DoD; general knowledge of the Center's critical national mission objectives, terminology, and management practices; requires knowledge of operating systems software and customer provided or locally created databases; basic knowledge of information management theories, principals, practices, and techniques in order to develop lesson plans, source outlines, and critiques, and be able to present material in classroom settings. Must be able to communicate well both orally and in writing, to adequately articulate program objectives. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. Extensive knowledge of Federal, DOD, and Air Force records, publications, and forms management requirements, as outlined in AFI 33-322 Records Management and Information Governance Program, DAFI 90-160 Publication and Forms Management, and DAFMAN 90-161 Publishing Processes and Procedures. Extensive ability to develop detailed records, publications, forms, and top-secret control management guidance and procedures from general guidance to support the unit's sensitive and unique information processes. Extensive ability to make decisions and recommendations related to records, publications, forms, and top-secret control management, brief senior leadership, lead team members with little to no supervision, and manage large scale projects. Extensive knowledge of Air Force top secret document control procedures. Comprehensive knowledge of security practices for ensuring the safeguarding of classified information. Basic knowledge of Executive Order 12958 declassification procedures. Comprehensive knowledge of Microsoft Office Suite software. Knowledge of security procedures to maintain control of classified material. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
